COUNTY RESOLUTION NO. 99 -328
A JOINT RESOLUTION ENDORSING THE PASSAGE OF
REFERENDUM A ON THE 1999 STATE BALLOT RELATING TO
TRANSPORTATION REVENUE ANTICIPATION NOTES (TRANS)
AND ENCOURAGING OTHER FUNDING MECHANISMS FOR
STATE HIGHWAY IMPROVEMENTS
WHEREAS, Governor Owens has proposed and the Colorado State Legislature has
adopted appropriate legislation to place the Transportation Revenue Anticipation Notes
(TRANS) on the November 1999 statewide ballot; and
WHEREAS, in consideration of this proposal, the Colorado State Legislature has
concluded that inflation cost savings by accelerating the completion of these projects would
more than offset the cost of such financing; and
WHEREAS, the City Council of the City of Pueblo (the "City Council ") and the Board
of County Commissioners of the County of Pueblo (the "County Board ") recognizes the need for
additional State and Federal funding to accelerate the completion of the Colorado's statewide 28
Strategic Corridor Projects and other statewide region transportation priorities; and
WHEREAS, the City Council and the County Board are dedicated to working
cooperatively together with the Governor and the Colorado Department of Transportation to
encourage and develop additional funding mechanisms and approaches to complete the Strategic
Corridor Projects and further needed Pueblo and statewide transportation system needs; and
WHEREAS, the City Council and the County Board recognizes that the accelerated
completion of all Statewide Strategic Corridors will benefit the citizens of Pueblo and the
populace of the State through reduced statewide travel time and less congestion; and
WHEREAS, the City Council and the County Board recognizes that the State's Strategic
Corridor Projects in Pueblo, I- 25/US50/SH47 interchange, was adopted by the Colorado
Transportation Commission as the 5 highest priority of the statewide Strategic Corridor
Program; and
WHEREAS, the City Council and the County Board recognizes that Pueblo I-
25/US50/SH47 project is already near completion and has been accelerated by the Colorado
Transportation Commission and the Colorado Department of Transportation with or without the
passage of Referendum A; and
WHEREAS, Referendum A will be only one of several funding mechanisms for meeting
Colorado's highway and other regional priority transportation needs; and
WHEREAS, the Governor is committed to, and the State Legislature should continue to,
identify additional revenue sources for increased highway and transportation funding to
accelerate the completion of the rest of the regional and statewide transportation system needs;
and
WHEREAS, any new revenue sources the State develops should include a proportional
sharing with the 60 -22 -18 (State, County, and City percentages) formula, for increased funding
of highway and transportation programs in local areas; and
WHEREAS, the City Council and the County Board requests the continuance of the
Small Urban Area program after Fiscal Year 2004.
NOW, THERFORE BE IT JOINTLY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PUEBLO AND THE BOARD OF COUNTY COMMISSIONERS OF THE
COUNTY OF PUEBLO that:
Section 1
The City Council of the City of Pueblo and the Board of County Commissioners of the
County of Pueblo hereby jointly endorse Referendum A, the use of Transportation
Revenue Anticipation Notes (TRANS) to accelerate the completion of high priority State
highway projects.
Section 2
The City Council of the City of Pueblo and the Board of County Commissioners of the
County of Pueblo call on the Governor and the State Legislature to provide additional
State Revenues, for both State and local highway and other transportation projects.
Section 3
The City Council of the City of Pueblo and the Board of County Commissioners of the
County of Pueblo request the continuance of the Small Urban Area program after Fiscal
Year 2004.
Section 4
Copies of this Resolution shall be sent to Governor Owens and the Colorado State
Legislature.
Section 5
This Resolution shall become effective immediately.
