HomeMy WebLinkAbout8806RESOLUTION NO. 8806 A RESOLUTION AUTHORIZING THE USE OF THE CITY'S UNDESIGNATED FUND BALANCE FOR EMERGENCY REPAIRS ALONG FOUNTAIN CREEK BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1 The Director of Finance is hereby authorized and directed to transfer $230,000.00 from the undesignated fund balance, Account No. 001 -7090, to the Capital Improvement Fund, Account No. 002 - 1999 -100- 000 - 040 -2190, for emergency repairs to Fountain Creek channel banks and bicycle /pedestrian trails that were damaged due to flooding on April 30 and May 1 of 1999. INTRODUCED September 13 , 1999 By Robert Schilling Councilperson APPROV 1 sident of the City Council ATTEST: City Clerk Council Agenda TITLE: A RESOLUTION AUTHORIZING THE USE OF THE CITY'S UNDESIGNATED FUND BALANCE FOR EMERGENCY REPAIRS ALONG FOUNTAIN CREEK DEPARTMENT: PUBLIC WORKS ISSUE AGENDA ITEM #_ DATE : September 13, 1999 Should the City Council authorize the use of undesignated fund balances within the City's General Fund to pay for emergency repairs to damages caused by Fountain Creek flooding on April 30 and May 1, 1999. The amount of funds requested is $230,000.00. RECOMMENDATION Approval of this Resolution BACKGROUND On April 30 and May 1, 1999, flood waters along Fountain Creek caused severe bank erosion in several locations within the City, resulting in damage to bicycle trails, a major sanitary sewer line, and placing some segments of City streets in jeopardy. Commitments of financial assistance have been made by the Federal Emergency Management Agency (FEMA), the Natural Resources Conservation Service (NRCS), and the State of Colorado, however, additional City funds will be necessary to repair the damage. In addition, the Army Corps of Engineers will undertake the repair of damages to the flood control project that they constructed in the late 1980's at their sole expense, except for trails. A list of damaged sites, along with funding commitments by the Federal agencies is attached. Some of the work is in progress and the rest will be contracted out as engineering is completed. The City Street Division will undertake selective debris removal from the river channel with its own forces during the winter months.
