A RESOLUTION APPROVING THE INTERGOVERNMENTAL
AGREEMENT BETWEEN THE CITY OF PUEBLO AND
PUEBLO COUNTY HOUSING DEPARTMENTS FOR THE JOINT
CITY - COUNTY REPAIRS PROGRAM TO BE USED IN
CONJUNCTION WITH PUEBLO COUNTY'S
WEATHERIZATION PROGRAM
WHEREAS, the City and the County Housing Departments desire to cooperate in
assisting eligible, low- income clients who are in need of extensive home repairs prior to the
installation of weatherization materials or are in need of emergency services due to health and
safety repairs; and
WHEREAS, the City and the County's funds shall be utilized to supplement the cost of
repair work such as furnace replacement, electrical repairs, plumbing repairs, roofing repairs and
ceiling repairs under rules established through the State Office of Energy Conservation, Energy
$aving Partners, Policies & Procedures and Field Standards Manuals; and
WHEREAS, the funds for this repairs project will consist of Community Development
Block Grant (CDBG) funds provided by the City in the amount of $15,000 and the funds from
the County's Rehabilitation Payback Program in the amount of $15,000 for a total Repair Fund
of $30,000 for the time period effective July 1, 1999, to June 30, 2000.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO,
COLORADO, THAT:
SECTION 1.
The attached Intergovernmental Agreement between the City of Pueblo and Pueblo
County is hereby approved.

SUMMARY
A. Issue:
Requesting to enter into an Interdepartmental Agreement between the City of Pueblo and
Pueblo County Housing Departments to provide necessary home repair services prior to
the installation of energy conservation measures or are in need of emergency services due
to health and safety repairs. The joint City- County Repairs Program will consist of
$15,000 of Community Development Block Grant funds from the City and $15,000 from
Pueblo County's Rehabilitation Payback Program for a total Repair Fund of $30,000
effective July 1, 1999, to June 30, 2000.
B. Recommendation:
Approve the one year Interdepartmental Agreement request to provide necessary repair
services to recipients receiving assistance through $15,000 of City funds who shall be
homeowners residing within the corporate limits of the City of Pueblo.
I. BACKGROUND
In cooperation between the City and County Departments of Housing , the joint City- County
Repairs Program was initiated in fiscal year July 1, 1997, through June 30, 1998, with $12,500
provided by the City and $12,500 provided by Pueblo County. The City- County Repairs
Program was continued for fiscal year July 1, 1998, through June 30, 1999, with the City and
County contributing $12,500 each for a total of $25,000.
III. ALTERNATIVES
A. The City could elect not to approve the Interdepartmental Agreement and therefore the
Pueblo County Repairs Fund would be a total of $15,000 and those eligible homeowners
within the corporate limits of the City of Pueblo requesting home repair assistance will
not be served.

Intergovernmental Agreement
This Agreement is made and entered into this 13th day of September , 1999,
by and between the PUEBLO COUNTY ( "County "), and the CITY OF PUEBLO, A
Municipal Corporation ("City "). Nunc Pro Ttmc July 1, 1999.
WHEREAS, the City and the County desire to cooperate in the provision of necessary
repair services under rules established through the State Office of Energy Conservation,
Energy $aving Partners, Policies & Procedures and Field Standards Manuals; and
WHEREAS, this cooperation will include assisting eligible, low- income clients
participating in the County's Weatherization Program. These clients are in need of
extensive home repairs prior to the installation of energy conservation measures or are in
need of emergency services due to health and safety repairs; and
WHEREAS, the funds for this repairs project will consist of Community Development
Block Grant (CDBG) funds provided by the City in the amount of $15,000.00, and funds
from the County's Rehabilitation Payback Program in the amount of $15,000.00 for a
total Repair Fund of $30,000.00 for the time period effective July 1, 1999 to June 30,
2000.
NOW, therefore it is mutually agreed:
I. The following guidelines shall apply in the interpretation of this Agreement.
A. The City and the County's funds shall be utilized to supplement the cost of
repair work necessary prior to the installation of weatherization materials or to
alleviate health and safety emergency needs. Approved repair work is as
follows:
1. Furnace Replacement - A furnace replacement is an allowable cost
when the heating unit has an identified crack in the heat exchanger.
2. Electrical Repairs - Repair work necessary before the installation of
attic or sidewall insulation.
3. Plumbing Repairs - Repair work necessary before the installation of
floor, perimeter, or sidewall insulation.
4. Roofing Repairs - Repair work necessary before the installation of
attic or sidewall insulation, or approved air leakage work.
5. Ceiling Repairs - Repair work necessary before the installation of
attic insulation or air leakage work.

B. Eligibility (Weatherization Guidelines)for households to be served under this
Agreement shall be determined utilizing the following criteria:
1. Households of low - income families at or below 150% of the federal
poverty index who have been approved in the present program year
for basic Low - Income Energy Assistance Program (LEAP) funds,
or
2. Households of low- income families whose total gross family
income for the entire twelve months preceding the date of eligibility
determination is at or below 125% of the poverty level determined
in accordance with the Federal Poverty Income Guidelines for
1999, or
3. A household includes a member who has received cash assistance
under Title IV or Title XVI of the Social Security Act. These
programs pertain to the following:
a. AFDC -Aid to Families with Dependent Children
b. WIN -Work Incentive Program
C. SSI- Supplemental Social Security Income
d. OAP -Old Age Pension, or
e. AND -Aid to the Needy Disabled
C. The City and the County's funds for these purposes shall be available
between July 1, 1999 and June 30, 2000, or until funds are exhausted,
whichever occurs first.
D. Service Territory:
1. Recipients receiving City funds must reside within the corporate limits
of Pueblo, Colorado.
2. Recipients receiving Pueblo County funds must reside within the
County or City corporate limits of Pueblo, Colorado.
E. The City or the County's funds shall provide a maximum amount of
$800.00 per eligible household for repair costs.
F. The Repairs Fund will be utilized for homeowners only.
G. All costs will be entered and maintained on the E$P computerized Audit
Program (TAP).

II. Responsibilities of the County:
A. The Department of Housing & Human Services (HHS) shall determine
eligibility as stated in Section I of this Agreement.
B. HHS, or its subcontractors utilized by the Weatherization program, shall
provide the allowable repair work as specified in Section I of this Agreement.
HHS will be responsible for the successful completion of any subcontractor
work ordered by HHS staff.
C. HHS shall submit an itemized invoice to the City and the County for work
completed and approved by the 20 of each month. Allowable expenses shall
be limited to labor and material costs.
D. HHS shall provide to the City and the County a report on year -to -date
expenditures and reimbursements by the 20 of each month.
III. Responsibilities of the City:
A. The City shall reimburse HHS within one month of receipt of invoices for
completed and approved repair work.
B. The City shall retain all pertinent records (program and fiscal) for four years
following the close of the weatherization grant, June 30, 2000.
