HomeMy WebLinkAbout8797RESOLUTION NO. 8797 A RESOLUTION AWARDING A CONTRACT FOR THE INSTALLATION OF A PAPI SYSTEM ON RUNWAY 26R AT THE PUEBLO MEMORIAL AIRPORT UNDER COLORADO STATE GRANT NO. 99- 24 -8/6, AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, bid proposals for the installation of a PAPI System on Runway 26R at the Pueblo Memorial Airport have been received and examined; and, WHEREAS, the proposal from Acme Electric, Inc. was the lowest of those bids determined to be responsible; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, THAT: SECTION 1 A contract for the installation of a PAPI System on Runway 26R at the Pueblo Memorial Airport be, and the same is hereby awarded to said bidder in the amount of $39,393.50. The awarding of the contract for the project set forth herein shall be subject to the filing of sufficient sureties to be approved by the Purchasing Agent of said City. SECTION 2 In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. Contingencies and Additional Work - - - $3,939.35 SECTION 3 Funds for this project shall be taken from account no. 146- 1999- 738 - 000 - 050 -0200 contingent upon the State's concurrence of award. SECTION 3 The Purchasing Agent be, and is hereby authorized to execute said contract on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. FOR THE INSTALLATION OF A PAPI UNIT ON RUNWAY 26R AT THE AIRPORT s AGENDA ITEM # DEPARTMENT: PUEBLO MEMORIAL AIRPORT DA TE: SEPTEMBER 13, 1999 ISSUE Should the City Council approve a Resolution awarding a contract to Acme Electric, Inc. for the installation of a PAPI Unit on Runway 26R at the Airport. RECOMMENDATION Approval of this Resolution. BACKGROUND On January 11, 1999, City Council approved a grant contract from the Colorado Division of Aeronuatics (Resolution No. 8609) for the installation of a PAPI (Precision Approach Path Indicator) on Runway 26R. The current VASI unit was evaluated recently showing that deterioration due to the age of the unit makes it a priority for replacement as components for repair are increasingly expensive and difficult to acquire. The continued life of the current VASI unit is questionable at best, even if repairs or parts replacement is initiated. To maintain and improve the current level of Visual Landing Aids, this VASI needs to be replaced with a PAPI unit. FINANCIAL IMPACT The bid contract amount is $39,393.50 plus 10% for contingencies. A total of $43,332.85 will be taken from account no. 146- 1999- 738 - 000 - 050 -0200 contingent upon the State's concurrence of the award. Bids were submitted by two contractors, as summarized below: Acme Electric, Inc. was the apparent low bidder. Their bid was $7,756.50, or approximately 16.5% below the Engineer's Estimate. The second bid was $10,492.00 (26.6 %) above the low bidder. DACO Construction is located in Norfolk, Nebraska and their bid would reflect the cost of travel and per diem which Acme Electric would not have to include. Both contractors submitted a 5 percent bid bond with their proposal and both acknowledged receipt of the addendum. Analysis of the bid prices indicates all unit pricing is reasonably close to the Engineer's Estimate with no apparent unbalanced items. Based on the information provided by the contractor, we recommend the City of Pueblo, Colorado award the project to Acme Electric, Inc. for the total price of $39.393.50.
