A RESOLUTION SUBMITTING TO THE REGISTERED
ELECTORS OF THE CITY OF PUEBLO AT THE GENERAL
MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 2, 1999
AN AMENDMENT TO ARTICLE 7 OF THE CHARTER OF THE
CITY OF PUEBLO RELATING TO TAX CUTS AND REQUIRING
INITIATIVE PETITIONS FOR CERTAIN MEASURES, AND
FIXING THE BALLOT TITLE THEREFOR
WHEREAS, an initiative petition having the required number of signatures has been filed
with the City Clerk requesting that an amendment to Article 7 of the Charter of the City of Pueblo
relating to tax cuts and requiring initiative petitions for certain measures (the "Charter Amendment ")
be submitted to a vote of the registered electors of the City of Pueblo at the general municipal
election to be held on Tuesday, November 2, 1999, and
WHEREAS, pursuant to section 5 -1 -10 of the Pueblo Municipal Code, the City Council shall
fix the ballot title for such initiative measure which will fairly express the true meaning and intent
thereof. NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1
The Charter Amendment shall be and is hereby submitted to a vote of the registered electors
of the City of Pueblo at the general municipal election to be held on Tuesday, November 2, 1999.
SECTION 2
The ballot title for the Charter Amendment is hereby fixed to read as follows:
CITY OF PUEBLO BALLOT TITLE NO.2
SHALL ARTICLE 7 OF THE CHARTER OF THE CITY OF PUEBLO BE AMENDED TO
PROVIDE THAT AFTER NOVEMBER 1999, IN ADDITION TO ANY OTHER
REQUIRED TAX CUTS, THE CITY'S PROPERTY TAX RATE (CURRENTLY 15.633
MILLS) BE CUT 12 MILLS IN 12 EQUAL YEARLY STEPS; AND SHALL TAXES AND
FRANCHISE CHARGES ON GAS, ELECTRIC, TELEPHONE, CABLE TELEVISION,
AND OTHER UTILITY CUSTOMER BILLS AFTER 1999 BE PHASED OUT IN TWO
EQUAL YEARLY STEPS; AND SHALL THE TAX CUTS AND PHASE OUT OF THE
TAXES AND FRANCHISE CHARGES ON UTILITY CUSTOMER BILLS BE MADE
WHILE INCREASING YEARLY SPENDING ON POLICE AND FIRE SERVICES AND
PUBLIC WORKS; AND SHALL THE CITY NOT REQUEST KEEPING EXCESS
REVENUE, INCREASE ANY TAX RATE, IMPOSE ANY NEW TAX OR TAX
EXTENSION, CREATE ANY LEASE - PURCHASE OR MULTI -YEAR FINANCIAL
OBLIGATION, OWN OR AID ANY STORMWATER ENTERPRISE OR AUTHORITY,
DELEGATE PRESENT OR FUTURE ENFORCEMENT OR COSTS OF ANY CITY
CHARTER OR ORDINANCE PROVISIONS TO ANY ENTERPRISE OR AUTHORITY,
NOR REPEAL, SUPERSEDE, OR AMEND ANY PART OF THIS SECTION, EXCEPT
BY VOTER APPROVAL OF A SEPARATE INITIATIVE PETITION FOR EACH
CHANGE?

SECTION 3
The City Council does hereby find, determine and declare that the ballot title set forth in
Section 2 hereof fairly expresses the true meaning and intent of the Charter Amendment.
SECTION 4
The City Clerk shall (a) within thirty (30) days of the filing of the initiated petition for the
Charter Amendment publish notice of an election upon the Charter Amendment, which notice shall
contain the full text of the Charter Amendment, and (b) certify the Ballot Title to the Pueblo County
Clerk and Recorder by the fifty -fifth day prior to the November 2, 1999 coordinated election as
provided in section 1 -5- 203(3), C.R.S.
SECTION 5
This Resolution shall become effective upon final passage.
