A RESOLUTION APPROVING A REQUEST FOR AN
EXTENSION TO THE AGREEMENT BETWEEN THE
CITY OF PUEBLO, A MUNICIPAL CORPORATION, AND
THE STATE BOARD OF GREAT OUTDOORS COLORADO
TRUST FUND RELATING TO THE PLANNING OF THE
GREENWAY AND NATURE CENTER OF PUEBLO
WHEREAS, the City of Pueblo has agreed to be the sponsoring agency for
the Greenway and Nature Center of Pueblo for a planning grant from Great Outdoors
Colorado to fund the development of a master plan for the Nature Center's facilities,
(per Resolution No. 8397); and
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO,
that:
SECTION 1
City Council approves an request for an extension of the agreement dated
October 28, 1997, between the City of Pueblo, a municipal corporation, and the State
Board of the Great Outdoors Colorado Trust Fund, for Planning the Greenway and
Nature Center of Pueblo.
SECTION 2
The extension request is September 1, 1999.

ISSUE: Should the City Council approve a request for an extension to the agreement
between the City of Pueblo and the State Board of the Great Outdoors Colorado Trust Fund
(GOCO) to complete the current planning efforts of the Greenway and Nature Center of
Pueblo?
BACKGROUND: The City of Pueblo is the sponsor for the University of Southern Colorado
(USC) and Greenway and Nature Center of Pueblo (Nature Center) for a $20,500 planning grant
from GOCO to develop a master plan for the Nature Center. The original agreement with
GOCO was not finalized and signed until May 18, 1998. The agreement included a provision
that the project should be "substantially completed by March 10, 1999 ". There are two main
reasons for not meeting the provisions of the agreement: 1) The GOCO agreement provided a
completion time of just under 10 months. GOCO normally allows one year to complete
planning projects; 2) The University of Southern Colorado's "Request for Proposals" process
delayed the hiring of a project consultant by several months.
The Nature Center is almost finish with the planning project with $10,000 of the funds
expended to date. The Nature Center expects the plan to be completed by September 1, 1999.
As the sponsoring agency for the Nature Center and the contracting agency with GOCO,
the City is requesting GOCO to approve an extension of the agreement to be completed
by September 1, 1999.
RECOMMENDATION: Approval of the Resolution.
FINANCIAL IMPACT: Through a separate agreement between the USC /Nature Center
and the City of Pueblo, the University has assumed all financial obligations required under the
original GOCO agreement. There will be no financial impact to the City of Pueblo.
