A RESOLUTION AUTHORIZING THE EXECUTION OF A
CHANGE ORDER TO H.W. HOUSTON CONSTRUCTION
COMPANY FOR LAKE ELIZABETH PROMENADE
IMPROVEMENTS, AT THE HISTORIC ARKANSAS
RIVERWALK PROJECT
WHEREAS, H.W. Houston Construction Company of Pueblo, Colorado is currently
under contract with the City of Pueblo for Phase 11 construction at the Historic Arkansas
Riverwalk Project; and
WHEREAS, the City desires to make additional improvements to the Lake Elizabeth
Promenade; and
WHEREAS, H.W. Houston Construction Company has provided a proposal to construct
said improvements; and
WHEREAS, H.W. Houston Construction Company's proposal has been examined by the
Citv's Consultant, Design Studios West, and said proposal has been found to be reasonable;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO,
COLORADO. that:
Section 1
Change order No. 20 to H.W. Houston Construction Company for Lake Elizabeth
Promenade Improvements be and the same is approved in the amount of $369,689.
Section 2
The Citv's Director of Public Works is hereby authorized to execute said Change Order
on behalf of Pueblo, a Municipal Corporation.
Section 3
Funds for said Change Order shall be provided by the HARP Foundation, pursuant to the
agreement dated May 24, 1999 between the City and the HARP Foundation.

ISSUE
Should the City Council authorize the approval of Change Order No. 20 to H.W. Houston
Construction Company, for improvements to the Lake Elizabeth Promenade, at the Historic
Arkansas Riverwalk Project.
RECOMMENDATION
Approval of this Resolution.
BACKGROUND
The HARP Foundation has secured gifts from the Coor's Foundation and other miscellaneous
sources for the purpose of making various improvements to the Lake Elizabeth Promenade. These
improvements include landscaping, decorative stone walls, lighting, walkways, hand railings, and
other aesthetic features.
In order to expedite the completion of these improvements and to take advantage of currently
mobilized contractors, the City solicited a proposal from H.W. Houston Construction Company, the
general contractor currently under contract with the City for HARP - Phase II construction.
Houston's cost proposal has been thoroughly examined by the City's consultant on this project,
Design Studios West, and found to be reasonable. (See attached letter to Tom Cvar from DSW
dated May 17, 1999.)
Because this Change Order exceeds the amount of contingency previously authorized by City
Council for the HARP - Phase II construction contract, this Resolution is being presented for
additional spending authorization.
FINANCIAL IMPACT
Funds for this Change Order shall be provided by the HARP Foundation, under an
agreement with the City dated May 24, 1999.

PROPOSAL FOR WORK AT LAKE ELIZABETH PROMENADE
Dear Tom,
Craig Campbell and I have reviewed that attached cost proposal submitted by H.W. Houston for
the performance of work at the Lake Elizabeth Promenade and find the pricing to be reasonable.
As revised, the scope of work would include execution of all of the items shown on drawings PR-
2.1, PR -2.2 and PR -2.3 with the exception of benches and coping of the Lake Elizabeth wall.
These two work items were deleted from the scope in an effort to bring the total of the cost
proposal with in the current budget of the HARP Foundation.
Close review of the costs and quantities of the remaining work items reveals the proposed pricing
to be reasonable and in line with the contract costs for similar work items.
In addition to pricing for the work, H.W. Houston has also requested an extension of 80 work
days (112 calendar days) to the current contract time. Given the long lead times for delivery of
items such as trash receptacles, wall capping stone and paver tree grates, DSW believes this
request to be prudent.
As a conclusion of this review, it is the recommendation of Design Studios West, Inc that the
proposal be accepted as revised and presented in the attached Change Order #20.
