A RESOLUTION OF INTENT TO ACCEPT DEEDS FROM THE UNIVERSITY OF
SOUTHERN COLORADO FOR ROADWAY PURPOSES
WHEREAS, the University of Southern Colorado ( "USC ") intends to fund the
construction and completion of roads and appurtenant facilities connecting Walking
Stick Boulevard to Highway 47, and
WHEREAS, USC desires an expression of intent by the City that the City will
accept certain roads after their completion. NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1
The City does hereby express its intent to accept right of way deeds for the
following roads and appurtenant facilities after their completion in accordance with City's
specifications and approved plans:
(a) Walking Stick Boulevard from Uravan Street to Highway 47, and
(b) Desert Flower Boulevard (formerly Bartley Boulevard) from Walking Stick
Boulevard to Bonforte Boulevard.
SECTION 2_
This Resolution shall become effective upon final passage but shall automatically
be repealed if the roads are not completed and rights of way therefor conveyed to the
City on or before March 1, 2001.

The University of Southern Colorado (USC) is vitally interested in completing the connection
between Highway 47 and Walking Stick Blvd. The connection is the responsibility of the
developer, but due to financial problems and legal issues bet the developer and his lender, a
timely resolution does not appear possible. Thus, USC is funding the project and asking the
Colorado Department of Transportation to include the connection with the remainder of their
project. In particular USC would like to deed to the City of Pueblo the rights of way for (1)
Walking Stick Blvd from Highway 47 to Uravan Street and for (2) Desert Flower Blvd (formerly
Bartley Blvd) from Walking Stick Blvd. to Bonforte Blvd.
It is my understanding that the Department of Public Works, working with NorthStar
Engineering, has approved the plans for the connection. When the University improved Bartley
Blvd. from Bonforte to Uravan two years ago, the project was completed with according to City
of Pueblo specifications. USC needs approval from its governing board prior to providing any
deeds to the City and the City wants the deeds prior to preparing a resolution. Since it is in
everyone's interest to proceed with the connection, can you provide me with some assurance that
if USC funds the connection that the City will accept the indicated rights of way without asking
for additional concessions? This will enable me to proceed in advance of the legal work.
