HomeMy WebLinkAbout8663RESOLUTION NO. 8663 A RESOLUTION APPROVING AND ACCEPTING COPS MORE 98 GRANT AWARD 1999CMWX2209 FROM THE UNITED STATES DEPARTMENT OF JUSTICE AND APPLICABLE CONDITIONS PERTAINING THERETO AND AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL TO EXECUTE SAME WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo, including its Police Department, to accept grants from the federal government for public and municipal purposes and to enter into agreements relating thereto; and WHEREAS, the United States Department of Justice ( "DOJ ") has tendered a COPS MORE 98 Grant Award, No. 1999CMWX2209 dated January 27, 1999 ( "the Award ") in the amount of $592,500.00 upon conditions stated therein; and WHEREAS, acceptance of the Award for the purposes for which it has been made is in the best interest of the City and will benefit the health, welfare and safety of the citizens of the City; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Award dated January 27, 1999 to the City of Pueblo, a true copy of which is attached hereto, is hereby accepted in accordance with its terms and conditions and approved. SECTION 2. The President of the City Council is authorized to execute the Award acceptance in the name of and on behalf of the City, and any and all other documents associated therewith. SECTION 3. Required Matching Funds from the City in the amount of $197,500.00 are authorized to be paid or expended from Account No. 002 1999 100 000 040 1133 in connection with the City's matching obligation under said Grant Award. Grantees which have been awarded funding for the procurement of an item in excess of S100.000 and have already identified a vendor must provide a written sole source justification to the COPS Office prior to obligating, expending or drawing down grant funds for that item. 2. The funding under this project is for the payment of costs approved by the COPS Office for support resources (including the salaries and benefits of non -sworn civilian personnel), equipment and technology, that have been approved by the COPS Office. 3. COPS MORE '98 grant funds must be used to hire one or more civilians beyond the number of civilians that would be hired or employed by the grantee in the absence of the grant, or must be used to purchase equipment or technology beyond that which the grantee is already obligated or funded to purchase. 4. Civilians, technology and equipment funded under this grant may only be involved in activities or perform services that exclusively benefit your agency and the population that it serves. If your agency provides police services through a contractual arrangement, your agency is responsible for ensuring that the utilization of civilians, technologv and equipment is in compliance with the conditions of your grant. :. The grantee acknowledges its agreement to comply with the assurances and certifications submitted with the COPS MORE 98 application. 6. In order to assist the COPS Office in the monitoring of the award, your agency will be responsible for submitting annual Progress Reports and quarterly Financial Status Reports. As those reports become due, your grant advisor and financial analyst will assist you with these forms and information necessary for compliance. 7. Requests for extensions of the grant award period that merely request additional time, not additional funding, should be submitted in writing to your grant advisor no earlier than July 1, 1999 and no later than August 1, 1999. S. The COPS Office may cond-uct or sponsor national evaluations of the Community Oriented Policing Services Program (COPS) and the MORE '98 program. The grantee agrees to cooperate with the evaluators. t 9. The grantee agrees to abide by the terms, conditions, and regulations as found in the COPS NIORE'98 Grant Owner's Manual and the Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments. 28 C.F.R. For grants of $500,000 or more (or $1,000,000 or more in grants over an eighteen month period), the grantee acknowledges that failure to submit an acceptable Equal Employment Opportunity Plan (if grantee is required to submit one under C.F.R. 42.302) that is approved by the Office of Justice Programs, Office for Civil Rights, is a violation of its Assurances and may result in the suspension of the drawdown of funds. For grants under 5500,000, the grantee must submit a completed ESOP Certification form and return it to the Office of Justice Programs, Office for Civil Rights, within 120 clays of the grant award. 1 1. Please see attached Section I — You must return this page as part of your appllcatlon 15 ' Agency name: Pueblo Police Department ORI #: C00510100 SECTION I RETENTION: The technology grant application for a computer network system (hardware and software) is part of the Pueblo Police Department's ongoing attempt to improve service and responsiveness to the community through technology. The computer network system will allow officers an opportunity to reallocate resources towards community policing activities in areas considered a "recurring problem ". The City of Pueblo also intends to upgrade the Pueblo Police Department dispatch center with a CAD (Computer Automated Dispatch) system and institute other changes. At this time the inclusion of this computer networks system is crucial to the integration of the CAD system and other upgrades available to law enforcement through technological advances. The City of Pueblo is committed to updating the computer technology and maintaining the computer network system through any maintenance agreements or improvements that are required. YEAR ONE: In order to prepare the Pueblo Police Department for a complete integration of the advanced computer technology the hardware presently available to the Police Department must be updated. The first year will be dedicated to conversion and update of the computer network system and preparation for year 2000. This will enable officer laptops to update their software to accomplish the goals set forth in this grant. YEAR TWO: The conversion of the present dispatch system to a Computer Automated Dispatch (CAD) System. This will enable the officers to further integrate information from other agencies and expedite a response to the community. YEAR THREE: The conversion of the Pueblo Police Department Records Section to Records Management System, which will provide the technology to interface with records currently unavailable without a manual hand search. This will enable officers to conduct the research on current trends within their beat that may not be available. YEAR FOUR: The conversion of Municipal Court records and computer technology so that they can interface with the computer network system that has been updated. This will provide officer's access to court records, court dates, dispositions, etc. YEAR FIVE: The conversion of the Pueblo Fire Department records and computer technology so that they can interface with the computer network system that has been updated. Please see attached section 11, Part C — You must return this page as part of your application 27 A¢ency name: Pueblo Police Department ORI #: CO0510100 SECTION II ITEM #: 1 PANT C Community Policing Activities Summary The Pueblo Police Department intends to upgrade the current computer network (hardware and software) which at this time does not allow for the integration of associated reports. The current system requires that each officer type the offense reports and transfers portions to the affidavits and other forms, which are generated through a single call. If the information cannot be duplicated and transferred to the associated forms, the information must all be re- typed. The timesaving realized of 43399.8 hours (23.79 FTE) would allow the officers to spend approximately 43399.8 hours in community policing activities. Each officer (135) will devote 7.35 hours /week to identifying problems in their beat. A comprehensive plan will be developed to contact citizens in the identified areas (problem or hot spot) and coordinating efforts between the various watches to develop a team concept to address the problems. Officers will attend regular monthly neighborhood watch meetings in the areas, which have been identified as "hot spots ". They will follow up with telephone calls to insure that the problem is being addressed. In order to reach the community for their assistance they will also utilize the weekly radio talk show currently in operation through the Pueblo Community College (PCC). The talk show (Beyond the Badge) has dedicated airtime to law enforcement topics. The officers will also coordinate responses and efforts to involve the community through the local news media. They will conduct follow up surveys to insure that the identified problem(s) have been addressed and resolved. The officers will also utilize crime statistics and crime mapping to determine the impact of the community policing on the areas impacted. They will identify the problem areas, research the ongoing problems and establish time frames with which to compare statistics to determine the impact the community policing are having on the problem area(s). During the survey officers of the Pueblo Police Department were asked to identify areas of community policing that they felt the Police Department could address during their shift(s). The survey indicated that the identification of "hot spots" or problem areas would be the area that could be addressed. They also felt that collaboration between the various divisions within the Pueblo Police Department is needed to attain the desired results in combating identified problems and insuring that they are resolved. 112 L ► Agency name: Pueblo Police Department O'2I #:. The laptops have eased the report writing for officers, while providing additional functions (i.e. drivers license check, etc.) on the laptops. This has allowed the officer to initiate the report and make any additions without having to go out of service at the station. They can also conduct their own clearances from the laptops. The mapping system will improve the ability to track incidents of threats and intimidation, however it is not in place at this time. 2) If funded the new technology will improve the effectiveness of the Pueblo Police Department's ability to integrate information so that it can be reviewed in a user - friendly manner. At the present time information extraction is often accomplished only through time consuming hand search and reviewing several different sources. The software will also allow officers the opportunity to complete the report and have it transferred to associated reports rather then complete each report and manually transfer the information. 3) We are attempting to reduce and integrate the repetitive efforts of the officer's administrative record keeping and report writing. At the present time officers can spend as many as 4 -5 hours during a shift completing and duplicating the information for subsequent documentation in reports and evidence forms. We are currently initiating a laptop grant to ease and reduce the current administrative documentation of the officers. The record keeping demonstrating the integrity of investigative reports and evidence has continued to increase. The burden of accessing the reports and having the information available is creating additional problems. It is the intent of the Pueblo Police Department to reduce the amount of duplication that is currently required for associated reports. This has become the goal of the Pueblo Police Department, to update the computer technology, develop a Computer Automated Dispatch System and obtain the software to ease the officers reporting requirements. This will in turn reduce the amount of time required to complete the reports and access information, thus allow the officers to initiate additional community policing activities in a proactive manner. 4) The Pueblo Police Department intends to purchase hardware and software, which will expand the capabilities of the department in the following areas. The current computer network system does not allow for the integration of the information compiled on a daily basis without additional software. Additional information must currently be integrated manually into the various programs. The improved system will allow for the assimilation of the reports directly into the computer network, thus alleviating repetitive handling. The uniformity and standardization of reports currently in use will simplify and expedite information extraction. The officer will be able to update changes in criminal activity he has observed and pass the information on for subsequent analytical examination. b. The ability of the hardware and software to integrate the information into a single database will greatly enhance the integration of the crime mapping and other functions, which are currently, not compatible with the present computer network system. c. The introduction of the laptops has provided a direct link to information currently available, however with the introduction of the mapping system which will be obtained through the threats and intimidation grant would be inaccessible without upgrades in the present computer network d. The computer network will allow for an interface with other agencies and allow officers the capability of reviewing information currently stored and inaccessible, without either personal contact or contact by phone to verify information. The information will allow officers to directly access the reports of fellow officers to assist in their follow up investigation. The introduction of this technology will also allow for the integration of a Computer Automated System, which is not possible at this time. 5) The Pueblo Police Department is continuing to expand the areas in which intervention and community policing can be applied. The application of this computer technology will allow for the intervention of outside agencies (social services, housing etc.) that are also impacted by the problem areas. This will allow for the resolution of the problem on a city wide basis. The computer is a Legacy system with 8 megabytes of memory and 15 gigabytes of disk storage space. The hardware is extremely reliable and the current release of the operating system software is Year 2000 compliant. All application software has been developed in -house and there are some Year 2000 issues to be addressed. Approximately 90% of the system resources are used by Law Enforcement applications. These include computer assisted dispatch, records management, criminal history, local wants and warrants, address management, investigation's support, and an interface to the Colorado Crime Information Center /National Crime Information Center. A connection to the Pueblo County Sheriffs Office is also supported to provide CCIC /NCIC access as well as warrant entry for County law enforcement. Systems development and programming services are provided by a staff of 5 COBOL programmers who also provide information services to all other City departments. Limited ad hoc reporting is possible, but not extremely user - friendly or efficient. A series of menus have been developed for certain reporting processes, but programmer assistance is very often required. Flat MIRAM files are utilized, with a maximum of five keys per file, which further limits the ad hoc reporting capabilities. The system is strictly text - based, with no graphical user interface possible. The system does support a mobile data network of 65 laptop computers. The hardware and software itemized in this grant application will replace the law enforcement system currently in place. Twenty - year -old plus technology will be replaced by state -of- the -art hardware, processing methods, and user interfaces. Data elements will be re- evaluated and restructured to provide the information needed by investigators and crime analysts. By converting from indexed flat files to a relational database, the ad hoc reporting requirements for effective community policing projects can be satisfied. Report writing software for laptop and desktop computers will minimize paper flow and time delays experienced with the current data collection methods. Field personnel will have direct access to enhanced data for pro- active community policing activities. A Request for Proposal will be issued for the hardware and software necessary for this project. Complete hardware replacement is imperative due to the age of the equipment and related technology. Historical data conversion and retention will be a mandatory part of the project. Proposals to convert the existing software will be considered, as will proposals for software replacement. Although the hardware has been included under section 'D' of the Budget Detail worksheet, the cost benefits of leasing versus purchasing the equipment will be requested as part of the proposal. The Request for Proposal will be issued under the authority of the City of Pueblo Purchasing Agent and the project will be awarded to the "best and lowest" bidder.
