RESOLUTION NO. 8541
A RESOLUTION OPPOSING PROPOSED CHARTER AMENDMENT WHICH TAKES
AWAY THE RIGHT OF THE QUALIFIED ELECTORS OF THE CITY OF PUEBLO TO
VOTE ON ALL UNRESOLVED COLLECTIVE BARGAINING ISSUES RESPECTING
WAGES AND OTHER TERMS AND CONDITIONS OF EMPLOYMENT AND REQUIRES
SUCH UNRESOLVED ISSUES TO BE DECIDED THROUGH BINDING ARBITRATION
BY AN OUTSIDE PERSON WHO IS NOT ACCOUNTABLE TO THE CITIZENS OF THE
CITY OF PUEBLO
WHEREAS, the Charter of the City provides for collective bargaining for employees
in the classified service of the City of Pueblo; and
WHEREAS, pursuant to the Charter, unresolved issues respecting wages and other
terms and conditions of employment are ultimately decided by vote of the qualified electors
of the City of Pueblo, and
WHEREAS, an amendment to the Charter has been proposed which requires all
unresolved issues respecting wages and other terms and conditions of employment to be
decided by binding arbitration instead of by vote of the qualified electors of the City of
Pueblo, and
WHEREAS, decisions respecting wages and other terms and conditions of
employment involve spending of City of Pueblo's tax revenue and affect the City of
Pueblo's spending priorities, and
WHEREAS, it would be inappropriate to place such decisions in the hands of an
outside person who has no accountability to the citizens of the City of Pueblo; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1
The City Council of the City of Pueblo does hereby oppose the proposed
amendment to the Charter of the City of Pueblo which takes away the right of the qualified
electors of the City of Pueblo to vote on all unresolved collective bargaining issues
respecting wages and other terms and conditions of employment and requires such
unresolved issues to be decided through binding arbitration by an outside person who is
not accountable to the citizens of the City of Pueblo.

SECTION 2
The City Council of the City of Pueblo encourages the qualified electors of the City
of Pueblo to vote against the amendment to the Charter at the special municipal election
to be held November 3, 1998 and to retain their right to vote on unresolved collective
bargaining issues.
