A RESOLUTION AUTHORIZING THE FILING OF AN
APPLICATION BY THE CITY OF PUEBLO, A MUNICIPAL
CORPORATION, FOR FEDERAL GRANT ASSISTANCE FROM
THE FEDERAL AVIATION ADMINISTRATION FOR THE
AIRPORT LAYOUT PLAN UPDATE UNDER AIP PROJECT NO.
3 -08- 0046 -19 AT THE PUEBLO MEMORIAL AIRPORT,
APPROVING AND ACCEPTING A GRANT AGREEMENT
THEREFOR, AND AUTHORIZING THE PRESIDENT OF THE
CITY COUNCIL TO EXECUTE THE GRANT APPLICATION
AND THE GRANT AGREEMENT
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1
The City of Pueblo is hereby authorized to file an application with the Federal Aviation
Administration for federal grant assistance for Pueblo Memorial Airport Improvements consisting of
engineering fees for the following project: Airport Layout Plan Update. The Grant Agreement for
federal grant assistance for such project, a copy of which is attached hereto, having been approved
as to form by the City Attorney, is hereby approved and the President of the City Council is
authorized to accept the Grant Agreement.
SECTION 2
Funding for the project shall be paid from the 34 fund contingent upon the acceptance of the
Grant Agreement by the President of the City Council.
SECTION 3
The President of the City Council is hereby authorized to execute the grant application and
Grant Agreement, in the name of and on behalf of Pueblo, a Municipal Corporation, and the City
Clerk shall affix the seal of the City thereto and attest to same.

Whereas, the Sponsor has submitted to the FAA a Project Application dated September 28, 1998 for a grant of Federal
funds for a project at or associated with the Pueblo Memorial Airport which Project Application, as approved by the
FAA, is hereby incorporated herein and made a part hereof; and
Whereas, the FAA has approved a project for the Airport (herein called the "Project ") consisting of the following:
Update Airport Layout Plan,
all as more particularly described in the Project Application.

Now therefore, pursuant to and for the purpose of carrying out the provisions of Title 49, U.S.C., Subtitle VII, Part B, as
amended, and in consideration of (a) the Sponsor's adoption and ratification of the representations and assurances
contained in said Project Application and its acceptance of this offer as hereinafter provided, and (b) the benefits to
accrue to the United States and the public from the accomplishment of the Project and compliance with the assurances
and conditions as herein provided, The Federal Aviation Administration, for and on behalf of the United States,
hereby offers and agrees to pay, as the United States share of the allowable costs incurred in accomplishing the Project,
90.00 percent.
This Offer is made on and subject to the following terms and conditions:
Conditions
The maximum obligation of the United States payable under this offer shall be $61,200. For the purposes of any
future grant amendments which may increase the foregoing maximum obligation of the United States under Title
49, U.S.C., section 47108(b), the following amounts are being specified for this purpose:
$61,200 for planning
$ -0- for airport development and noise program implementation
2. The allowable costs of the project shall not include any costs determined by the FAA to be ineligible for
consideration as to allowability under the provisions of Title 49, U.S.C., subtitle VII, Part B..
3. Payment of the United States share of the allowable project costs will be made pursuant to and in accordance
with the provisions of such regulations and procedures as the Secretary shall prescribe. Final determination of
the United States share will be based upon the final audit of the total amount of allowable project costs and
settlement will be made for any upward or downward adjustments to the Federal share of costs.
4. The Sponsor shall carry out and complete the Project without undue delay and in accordance with the terms
hereof, and such regulations and procedures as the Secretary shall prescribe, and agrees to comply with the
assurances which were made part of the project application.
5. The FAA reserves the right to amend or withdraw this offer at any time prior to its acceptance by the Sponsor.
6. This offer shall expire and the United States shall not be obligated to pay any part of the costs of the project
unless this offer has been accepted by the Sponsor on or before September 30, 1998, or such subsequent date as
may be prescribed in writing by the FAA.
7. The Sponsor shall take all steps, including litigation if necessary, to recover Federal funds spent fraudulently,
wastefully, or in violation of Federal antitrust statutes, or misused in any other manner in any project upon which
Federal funds have been expended. For the purposes of this grant agreement, the term "Federal funds" means
funds however used or disbursed by the Sponsor that were originally paid pursuant to this or any other Federal
grant agreement. It shall obtain the approval of the Secretary as to any determination of the amount of the
Federal share of such funds. It shall return the recovered Federal share, including funds recovered by settlement,
order or judgment, to the Secretary. It shall furnish to the Secretary, upon request, all documents and records
pertaining to the determination of the amount of the Federal share or to any settlement, litigation, negotiation, or
other efforts taken to recover such funds. All settlements or other final positions of the sponsor, in court or
otherwise, involving the recovery of such Federal share shall be approved in advance by the Secretary.

8. The United States shall not be responsible or liable for damage to property or injury to persons which may arise
from, or be incident to, compliance with this grant agreement.
Special Conditions
9. The Sponsor will carry out the project in accordance with policies, standards, and specifications approved by the
Secretary including but not limited to the advisory circulars listed in the "Current FAA Advisory Circulars for
AIP Projects," dated May 1, 1995, and included in this grant, and in accordance with applicable state policies,
standards, and specifications approved by the Secretary.

The Sponsor's acceptance of this Offer and ratification and adoption of the Project Application incorporated herein shall be
evidenced by execution of this instrument by the Sponsor, as hereinafter provided, and this Offer and Acceptance shall comprise a
Grant Agreement, as provided by Title 49, U.S.C., Subtitle VII, Part B, as amended, constituting the contractual obligations and
rights of the United States and the Sponsor with respect to the accomplishment of the Project and compliance with the assurances
and conditions as provided herein. Such Grant Agreement shall become effective upon the Sponsor's acceptance of this Offer.

The Sponsor hereby represents and certifies as follows:
1. Compatible Land Use. - The Sponsor has taken the following actions to assure compatible usage of land
adjacent to or in the vicinity of the airport:
Lands surrounding the airport are generally zoned for industrial development, in agricultural use, or open and
undeveloped. The zoning for land in the airport environs was adopted by Pueblo County in 1963. In 1967, the Pueblo
Tomorrow Plan (COG sponsored) addressed use of land in the airport vicinity which incorporated height and obstruction
restrictions and generally conformed to the recommendations in the long range Master Plan for the airport. New land
use requests are given a thorough review by planning agencies, and approvals are limited to those which will retain
compatibility in land use in the airport environs.
2. Defaults. - The Sponsor is not in default on any obligation to the United States or any agency of the United
States Government relative to the development, operation, or maintenance of any airport, except as stated herewith:
None
3. Possible Disabilities. - There are facts or circumstances (including the existence of effective or proposed
leases, use agreements or other legal instruments affecting use of the Airport or the existence of pending litigation or
other legal proceedings) which in reasonable probability might make it impossible for the Sponsor to carry out and
complete the Project or carry out the provisions of Part V of this Application, either by limiting its legal or financial ability
or otherwise, except as follows:
None
4. Land. - (a) The Sponsor holds the following property interest in the following areas of land* which are
to be developed or used as part of or in connection with the Airport, subject to the following exceptions, encumbrances,
and adverse interests, all of which areas are identified on the aforementioned property map designated as Exhibit "A ":
There has been no change in the property interest held by the Airport Sponsor as shown on the attached Exhibit "A"
since AIP Project No. 3 -08- 0046 -18. No. encumbrances, or other interests exist on the property interest held by the
Airport Sponsor as shown on Exhibit 'W'.

Part IV - Program Narrative
The project for which this application is being made is an Airport Layout Plan Update for
Pueblo Memorial Airport. The project scope of work has been reviewed and approved by
the Denver Airports District Office.
The current Airport Layout Plan set of drawings was prepared and approved in 1992. This
project will update these plans to reflect the airport's goals and objectives relating to
projected demand for the airport, on- airport land uses, off-airport land uses, and airport
design criteria. There have been a number of criteria changes and additions in the interim
between the 1992 Airport Master Plan Update and this project.
This plan will coordinate local planning with airport planning to allow community planners
an opportunity to incorporate airport planning into local planning.
A full set of drawings will be produced along with a supporting narrative that provides the
groundwork, justification, and documentation of community input relating to proposed
development. The drawings and narrative will then be coordinated at the district and
regional levels of the FAA.
The full scope of work is included as Appendix A immediately following this page.

APPENDIX A
SCOPE OF WORK
AIRPORT LAYOUT PLAN UPDATE
PUEBLO MEMORIAL AIRPORT

The Pueblo Memorial Airport last completed an Airport Master Plan Update in January
1992. An Airport Layout Plan Update project will provide the airport with a revised
Airport Layout Plan (ALP) drawings set and a revised Capital Improvement Program
(CIP) that will serve as an update to the January 1992 plan. In general, the Airport
Layout Plan Update project will address and /or update the basic tasks and work elements
as outlined in FAA Advisory Circulars 15015070 -6A, Airport Master Plans and 15015300-
13, Airport Design, Appendix 7, Airport Layout Components and Preparation. These
basic tasks and work elements include:
• An inventory of existing facilities at the airport;
• Forecasts of future aviation demand levels utilizing projections from the FAA
Terminal Area Forecasts, and the Colorado Airport System Plan;
• A determination of additional facilities and /or expansion of existing facilities
that will be required to accommodate the projected activity;
• The identification of any existing or recommended facilities that do not meet
FAA design criteria. Justification for a Modification to Standard, if there is no
other alternative, will be provided. Any identified Modifications to Standard
request will be presented in the format required by the FAA;
• A Capital Improvement Program that prioritizes and stages the proposed
development over 5, 10 and 20 year planning horizons; and

• An updated ALP drawing set utilizing Computer Aided Design/Drafting
(CADD) equipment that is acceptable to and compatible with the sponsor's
software.
Completion of the work elements shown on the following pages should result in:
1. A schedule of airport improvements correlated with an identified specific
volume of activity or level of service which would mandate action to
accomplish the needed improvement.
2. A realistic and workable Capital Improvement Program that identifies items
necessary to maintain/expand airport facilities to meet identified specific
increase in volume of activity or level of service.
3. Current ALP drawings that graphically depict existing conditions at the airport
as well as proposed capital improvements.
ELEMENT 1 - INITIATION
Task 1.1 - Refine Scope of Work and Schedule
Description: Detailed descriptions of tasks required for completion of the Airport Layout
Plan Update will be prepared. Each task will be evaluated to estimate the number of
man-hours necessary to accomplish the work effort and will be based on the billing
classifications of the planning professional assigned. Expenses for materials, computer
time, reproduction and printing, and miscellaneous study- related costs will be estimated.
Product: A final scope of work which will be attached to and made a part of the project
contract documents. A detailed task -by -task itemization of the project man- hours, costs
and project time schedule will be included. Final scope of work, cost for each task
agreed to in the scope of work, and a schedule for completion will be prepared and
submitted with the contract documents.

Task 1.2. Coordination and Control
Description: Completion of the Airport Layout Plan Update will require contact with and
input from many activities on the airport, community agencies both governmental and
non - governmental, airport users (pilots, passengers, the Fixed Base Operator (FBO), etc.),
residents of the community, and others.
Mr. Don Schroeder of Isbill Associates will be the overall Project Manager for the
Airport Layout Plan Update Project. He will be responsible for the technical aspects of
the project and will provide project coordination between Isbill Associates, the airport
sponsor, and the FAA, to ensure that the overall project is completed in a timely and
quality manner.
A public meeting will be conducted with the Airport Management, the FAA,
representatives from the Fixed Based Operators, general aviation users of the airport, air
carriers serving the airport, and other interested parties to obtain input to the Airport
Layout Plan Update. The meeting will be held to discuss the interim report and ALP
drawings.
Product: Input to the Airport Layout Plan Update and review and comment on the
findings and recommendation.
ELEMENT 2 - INVENTORY EXISTING CONDITIONS
The purpose of this element is to prepare, assemble, and organize basic information, data,
and mapping to be used throughout the study. This element will maximize the use of
existing information, including previous planning studies. Only when existing information
is not available, or is incomplete, will new data be developed. The collection of
information and documents will be used as source material throughout the project.
Task 2.1 - Evaluate Existing Documents
Description: The existing 1992 Airport Master Plan and airport management records will
be evaluated. All available reports and previous planning studies that exist for the City

of Pueblo and the Pueblo County Area will be analyzed in order to integrate all previous
planning work into the new airport projections. Pertinent information and statistics will
be stored in a database management computer program.
Product: Compilation of revisions and summarization of previous documents for input to
future tasks.
Task 2.2 - Obtain 1996 Aerial Photographs
Description: Existing aerial photography of the Pueblo Memorial Airport and the
surrounding areas, which was shot in 1996, will be obtained for the purpose of preparing
new base maps. The base maps will be needed for a variety of planning analyses and to
allow for enlargement of airport areas up to a scale of 1 " = 100'.

Task 2.3 - Airport Physical Facilities
Description: The physical facilities inventory of the Pueblo Memorial Airport will include
an examination of plans and documents, as well as an on -site inspection of each facility
to determine its type, size, condition, adequacy, and use. This information will be used
to evaluate the effectiveness of those facility changes which will improve the capacity,
efficiency, and safety of the airport.
• Runways: Inventory of runways to include the survey of runway ends, profile
of RPZs, touchdown zones, survey of airport building heights, the verification
of Federal Aviation Regulation Part 77 obstruction, and identification of
existing modifications to FAA design standards.
• Airfield Pavements: Runway /taxiway configuration to include pavement length,
width, strength and condition, lighting, and navigational aids, specifically with
the goal of determining, by visual inspection, areas requiring further study.

• Terminal Area: Provide an overview of both airside and landside components
of the terminal area facilities. Aircraft parking areas will be measured in
square yards and the number of parking positions and tiedowns will be
determined. This includes identifying factors associated with the facilities,
such as security, top elevation of structures, apron lighting, obstruction
marking of structures, and condition of existing buildings, aprons, and
taxiways. Parking facilities and access roads will be inventoried under Task
2.4.
• FBO /GA Services: Fixed Base Operator (FBO) and General Aviation (GA)
services will be inventoried. Structural use, hangar utilization, and airport
tenant lease uses will be identified.
• ARFF /SRE /Airport Maintenance Buildings: Aircraft Rescue and Fire Fighting,
Snow Removal, and Airport Maintenance equipment and buildings will be
inventoried.
• Fuel Facilities: Storage and issue facilities will be inventoried to determine
existing capacities and adequacy of storage tanks and dispensing equipment
including refuellers. Additional analyses and recommendations for compliance
with current EPA standards will be made from this inventory.1.2.
Product: A current inventory of airport facilities that can be used throughout the study
to validate existing conditions, including elevations of all structures on the airport.
Task 2.4 - Infrastructure (Roadways, Parking and Utilities)
Description: Making maximum use of existing information and current studies, perform
inventory of airport roadway access system. A series of criteria will be reviewed to
ascertain the adequacy of roadway, parking facilities, roadway signing, and existing
utilities. A review of planned changes or improvements will also be accomplished.
Present and planned traffic route system maps and present and forecast traffic volumes
will be collected.

Task 2.5 - Current Land Uses
Description: Review existing land use maps, recent aerial photography, comprehensive
plans, and other documentation pertaining to land use in the vicinity of the airport.
Conduct a windshield survey to verify this information and to provide the consultant first-
hand experience in the environs of the airport.

ELEMENT 3 - AVIATION FORECASTS
The purpose of this study element is to thoroughly examine the most significant factors
associated with the demand for aviation transportation and to develop annual forecasts of
aviation activity anticipated to occur during the next twenty years.
Task 3.1 - Update Existing Forecasts for the Twenty Year Period (1999 -2019)
Description: A series of analyses will be undertaken to re- examine the future of
scheduled airline service with the purpose of updating forecasts for the number of air
carriers and air taxi operators serving the Pueblo Memorial Airport, the number and
frequency of flight operations, and passenger enplanements. Future terminal area or
landside facilities may be recommended based on estimates of the peak hour passengers
on the average day of the busiest month. The historical data will be analyzed for the
previous five years to establish any relationships which may exist. Aviation demand
projections contained in the FAA Terminal Area Forecasts (TAF) and the Colorado
Airport System Plan will be studied. Projections from existing planning studies for the
City of Pueblo and for Pueblo County area will also be integrated into the new forecasts
developed for this task. All data compiled for this evaluation will make use of available
activity reports. Forecasts will be made for the following areas of activity:

Description: A series of analyses will be undertaken to determine the mix of aircraft
which will be based at the airport or use it frequently. Physical characteristics of these
aircraft are used to determine runway and runway related facility design standards and
separation criteria.
Product: Identification of the fleet mix of aircraft expected to use the airport during the
planning period. Identification of the "critical" or design aircraft.
ELEMENT 4 - FACILITY REQUIREMENTS
The purpose of this study element is to convert basic demand /capacity relationships into
types and volumes of actual physical facilities required to meet forecast demands in
aviation activity.

Task 4.1 - Define Future Airside Development
Description: On the basis of relevant information from other tasks, determine and
prepare a preliminary list of facility requirements and costs. Facility requirements will
be developed in accordance with FAA design standards to identify development items
needed to maintain adequate safety, function and operation at the airport. Facility
requirements to be determined based on compliance with FAA Standards and projected
activity for a twenty-year period will include:
• Landing area requirements
• Approach area requirements
• Lighting and navigational aids
• Emergency equipment requirements
• Utility requirements
• On site land use requirements
• Total land area requirements
These facility requirements will be developed in the form of gross areas and basic units
and will be compared to those that presently exist. Facility requirements will be
prioritized, based on the forecasts prepared at the time of the study; however,
improvement items will be correlated with the specific volume of activity or change in
the level of service that would mandate accomplishment of the improvement needed.
Product: Detailed description of all airfield facilities required to meet aviation demands
at the airport through the year 2019.
Task 4.2 - Define Future Terminal Area Needs
Description: On the basis of relevant information from other tasks, terminal area,
landside, and passenger handling facilities needed to accommodate projected demand will
be developed. Recommended improvements will be developed in accordance with FAA
design standards in order to maintain adequate service, function and operation at the
airport. Terminal area, landside and passenger handling facilities will be based on
projected activity during the planning period. These facilities include:

facilities required to meet projected demand at the airport through the year 2019.
Task 4.3 - Identify Modifications to Standards
Description: Existing and future conditions at the airport will be analyzed to determine
if they are out of compliance with any FAA design standards. Unique local conditions
may require a request for a modification to airport design standards be prepared and
submitted for approval in the standard format required by the FAA. The Airport Layout
Plan Update narrative report will describe the modification to standard being requested
and will include justification that the modification will provide an acceptable level of
safety, economy, durability, and workmanship.
Product: Identification of any existing or future airport facilities that do not meet FAA
airport design standards.
Task 4.4 - Summarize Staged Development
Description: Based upon the previous evaluations and technical meetings, refine the
airport development schedule and cost estimates to reflect the revised requirements and

schedule of development associated with the recommended airport concepts. Sources of
funding will also be identified.
Product: A schedule of improvements with cost estimates for the improvements
proposed as a part of the selected Airport Layout Plan Update Study concepts.
ELEMENT 5 - AIRPORT PLANS (Computer Generated)
This study element will produce a set of updated ALP drawings for the Pueblo Memorial
Airport. Information gathered from existing airport records and plans, as well as data
gathered as a part of this study will be used to develop the new plans. CADD will be
used to the extent feasible, to generate the new drawing set. Coordinate geometry and
manual digitization of existing layouts and plans will be used for base mapping purposes.
The FAA - Denver Airports District Office ALP Checklist, current edition, will be
followed, signed by the preparer, and submitted with the completed ALP Report and
updated ALP drawing set.
Task 5.1 - Airport Layout Plan
Description: The ALP will be prepared to reflect updated physical features, wind data,
location of airfield facilities (runway, taxiways, nav -aids) and existing terminal area
development. Development of alternatives and ultimate airfield facilities will be based on
short, intermediate, and long -range requirements which incorporate both airside and
landside requirements. Guidelines for updating the ALP as defined by the FAA will be
followed. Appropriate wind rose data based on historical conditions reported by NOAA,
will be annotated on the ALP.
Product: An updated ALP Drawing (CADD based) for the Pueblo Memorial Airport.
Task 5.2 - Building /Terminal Area Layout Plan
Description: A plan drawing will be developed that depicts major buildings and non-
aeronautical facilities on the airport. Existing and future information regarding the
passenger terminal, general aviation terminal, cargo facilities, hangars, airport
administration, dimension of aprons, presence of obstruction lighting, maintenance

facilities, security fencing, vehicle parking lots, and access roads will be shown on this
drawing.
Product: An updated terminal area layout plan.
Task 5.3 - Airport Airspace Plan, Far Part 77, and Approach Plan and Profiles
Descriptions: Prepare a single drawing which depicts the Airport Airspace Plan, Federal
Aviation Regulation Part 77, and the full approach plans and profiles for runways
8L/26R, 8R/26L, and 17/35. This drawing shows a plan view of all Federal Aviation
Regulation Part 77 imaginary surfaces. If any obstructions exist, they will be listed in
a table along with the determined amount of penetration and the proposed disposition
identified. Full approaches will show 50,000 feet, 10,000 feet and 5,000 feet beyond
the end of the runway for approaches to precision instrument runways, non - precision
instrument runways, and visual runways, respectively. Any obstructions within the
approaches will be identified and a recommended disposition will be provided.
Product: A drawing which shows obstruction/approach zone, Federal Aviation
Regulation Part 77, and Approach Plan and Profiles for all runways at the Pueblo
Memorial Airport.
Task 5.4 - Inner Portion of the Approach Surface
Description: Prepare two drawings which show the plan and profiles for the area from
the runway end to where the approach surface reaches 100 foot height above the runway
end. The two drawings will be formatted as follows: Drawing 1 - Runways 8L/26R and
8R/26L, and Drawing 2 - Runway 17/35. Any obstructions within the inner portion of
the approach surface will be identified and a recommended disposition will be provided.
Product: Inner Approach Plan and Profile drawings for all runways at the Pueblo
Memorial Airport.

Task 5.5 - Land Use Drawings
Description: Two drawings depicting existing and recommended land uses will be
developed and formatted as follows: Drawing (1) land within the ultimate airport
property boundary with emphasis on the industrial park, and Drawing (2) land adjacent
to the airport that is impacted by the 65 DNL Noise Contour will be developed. Noise
Contours generated in the 1997 Noise Map Update will be depicted for 2002. All
environmentally sensitive land uses such as churches and schools within a five mile
radius of the airport shall also be shown on this drawing.
Product: Drawings that provide the sponsor a plan for leasing revenue producing areas
on the airport and for guidance to local authorities for establishing appropriate zoning in
the vicinity of the airport. The noise contour may be used to identify and document the
land use impacts of aviation noise.
Task 5.6 - Exhibit "A" Property Map
Description: With the exception of the ALP drawing, the Airport Property Map is the
most used drawing in the airport's records. The Airport Property Map was updated
recently as a CADD drawing; therefore, it is essentially complete and current. This task
will provide for updating of the Airport Property Map for changes identified in the
Airport Layout Plan project and other recent changes in airport property status.
Product: An updated Airport Property Map for the Pueblo Memorial Airport.
ELEMENT 6 - REPORTS AND DOCUMENTATION
Task 6.1 - Interim Report
Description: To insure proper coordination of the planning effort and assure agreement
between the consultant and the sponsor, an Interim Report of the alternative analysis
findings will be presented prior to detailed development of the Airport Layout Plan
Update. This report (Working Paper #1) will be presented in narrative and graphic form
at a meeting with the sponsor. Working Paper #1 will form the basis for agreement and
recommendations by the sponsor and coordination with the FAA.

Product: Ten (10) copies of Working Paper #1 and ten (10) sets of ALP drawings.
Task 6.2 - Final Report and ALP Drawings
Description: The Final Report and drawings for the Airport Layout Plan Update Study
will be prepared for final sponsor acceptance and submittal to the FAA with the ALP
Drawing Set for approval.
Product: Eight (8) sets of final ALP drawings, the ALP Checklist signed by the
preparer, and two (2) copies of the final ALP report shall be submitted to the FAA for
review and coordination. Once the FAA indicates that the ALP is acceptable, twenty
(20) copies of the Airport Layout Plan Update Report and twenty (20) sets of ALP
drawings shall be submitted to the sponsor.
ELEMENT 7 - REIMBURSABLE EXPENSES
This element provides for consultant travel, per diem, and survey data required for
completion of the study. Travel between Englewood, Colorado and Pueblo, Colorado
will be billed at actual cost. Per diem will be billed at actual costs for hotel and auto
rental. Out -of -town meals will be billed at $34.00 per day; or $8.00 for breakfast,
$10.00 for lunch and $16.00 for dinner. Photography, surveying and any other expenses
necessary will be billed at actual cost.
Travel to Pueblo
Description: It is anticipated that six (6) person -trips will be required to complete the
ALP Update. Trips will be scheduled for a data collection and inventory meeting, a
presentation of the interim report, a meeting to present the proposed Capital
Improvement Program (CIP), and a presentation of the final report and ALP drawings.
Per Diem
Description: It is anticipated that nine (9) per diem days in Pueblo will be required to
complete the ALP Update.

Surveying, Elevations, and Profiles
Description: A ground survey will be performed to verify that the geometry of airfield
facilities, runway elevations, safety area grades, and other relevant features on the airport
are in compliance with FAA design standards. Elevations of existing buildings and other
objects will also be surveyed to ensure compliance with Federal Aviation Regulation
Part 77 height restrictions. The work of this task will be subcontracted and
reimbursement will be based on the actual invoiced cost incurred with no additional
mark -up for Isbill Associates.
Subconsultant /Disadvantaged Business Enterprise Participation
Description: Assistance in Aviation Forecasts (Element 3) may be obtained by
subcontracting a portion of the effort to a Disadvantaged Business Enterprise (DBE)
planning firm. DBE Participation, a requirement of this project, from qualified firms will
be sought in the subcontractor process. The reimbursement will be based on the actual
invoiced cost incurred with no additional mark -up for Isbill Associates.
Computer Assisted Design and Drafting (CADD) Station
Description: In accordance with accepted industry practice and audited billing rates,
CADD Station hours will be billed at $25.00 per hour.
