A RESOLUTION FIXING THE BALLOT TITLE FOR A
CHARTER AMENDMENT AND SUBMITTING SAME TO
THE ELIGIBLE ELECTORS OF THE CITY OF PUEBLO AT
THE SPECIAL MUNICIPAL ELECTION TO BE HELD ON
NOVEMBER 3, 1998

WHEREAS, a petition to amend the Charter of the City of Pueblo relating to collective
bargaining for fire fighters and police officers (the "Petition "), a copy of which is attached hereto,
has been filed with the City Clerk, and
WHEREAS, the City Clerk has certified to the City Council that said Petition is valid and
sufficient, and contains the requisite number of signatures of registered electors of the City, and
WHEREAS, pursuant to Sec. 5 -1 -10 of the 1971 Code of Ordinances of the City of Pueblo,
the City Council shall fix the ballot title for each initiative which shall fairly express the true
meaning and intent thereof, NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The amendment to Charter of the City of Pueblo contained in the Petition shall be submitted
to a vote of the eligible electors of the City at the Special Municipal Election to be held on
November 3, 1998. The ballot title (submission clause and title) therefor shall read:

SHALL THE CHARTER OF THE CITY OF PUEBLO RELATING TO
COLLECTIVE BARGAINING FOR FIRE FIGHTERS AND POLICE OFFICERS
BE AMENDED TO REQUIRE ALL UNRESOLVED ISSUES RELATING TO
WAGES AND OTHER TERMS AND CONDITIONS OF EMPLOYMENT TO BE
DECIDED BY BINDING ARBITRATION INSTEAD OF BY VOTE OF THE
QUALIFIED ELECTORS OF THE CITY OF PUEBLO, AND TO PROVIDE
THAT THE ARBITRATOR SHALL CHOOSE EITHER THE FINAL OFFER OF
THE CITY OR THE FINAL OFFER OF THE EMPLOYEE BARGAINING
AGENT ON EACH SUCH ISSUE?

SECTION 2.
The officials of the City are authorized and directed to take all action necessary, appropriate
or required to effectuate the provision of this Resolution. The City Clerk is directed to publish notice
of such election on or before September 6, 1998 in conformity with the provisions of §31 -2- 210(4)
C.R.S.
SECTION 3.
This Resolution shall become effective upon first passage.
