HomeMy WebLinkAbout8471RESOLUTION NO. 8471 A RESOLUTION AUTHORIZING THE SUBMITTAL OF A GRANT APPLICATION TO THE ENERGY AND MINERAL IMPACT ASSISTANCE FUND FOR THE D &RGW FREIGHT STATION PROJECT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PUEBLO, COLORADO, that: ' " WHEREAS, the City of Pueblo supports the grant application to the 1998 Energy and Mineral Impact Assistance Fund Program; and SECTION 1 The grant application is for funds in the amount of $300,000 for improvements to the D &RGW Freight Station project. SECTION 2: A copy of the grant application is on file at the City of Pueblo's Department of Planning and Development. SECTION 3: The President of City Council is hereby authorized to execute the submittal of the application to the 1998 Energy Mineral Impact Assistance Program on behalf of the City. BACKGROUND The State Department of Local Affairs has submitted a request for applications for Energy and Mineral Impact Assistance Fund (EIAF) grant. The grant request is for the street, site and building improvements for the D &RGW Freight Station. The application deadline is August 1, 1998. The total Freight Station project budget is in the amount of $1,087,500 and would include the following scope of work: Victoria Avenue asphalt overlay; B Street construction; site improvements including landscaping and a 150 space parking lot; exterior restoration to the building; interior mechanical systems; and renovation for the Southeastern Colorado Heritage Center Museum. The grant request from EIAF is for $300,000 and is being leveraged into one project with the funding sources listed below: 1. 1998 CDBG Funds (committed) $ 37,500 2. City Highway User Trust Fund (HUTF) $ 150,000 3. CDBG /City and Union Pacific Foundation $ 300,000 4. State Historical Fund (SHF) $ 300,000 5. EIAF $ 300,000 $1,087,500 The property is owned by the City of Pueblo. The Phase I, Roofing and Stabilization has been completed. Phase 11, 3,000 square feet Heritage Center office, restrooms, mechanical room and meeting space will be completed by a future CDOT grant. Phase III is represented in the grant request above and the project scope and budget total. The D &RGW Freight Station project goal is for the preservation, and reuse of the freight depot building in the Union Avenue Historic District. The proposed uses for the facility will consist of a museum, research library, bicycle trail -head center, railroad rolling stock exhibit, public market, public parking for the area. Overall, this project is viewed as a multi -use facility with great potential for the enhancement of tourism and economic development in the lower downtown area. The Southeastern Colorado Heritage Center Board is actively engaged in fund raising for the project. RECOMMENDATION Approval of the Resolution. FINANCIAL IMPACT Funds to be disbursed from the sources listed above. SWIVE MEN
