COUNCIL BACKGROUND PAPER
SUMMARY
A. Issue
Declare three (3) contiguous City -owned vacant lots located on the 2500 block of E. 4th
as surplus to the city needs and sell to highest bidder
B Recommendation.
Declare the lots as surplus to the city needs and arrange the property for sale to the
highest bidder In reviewing the lots, it is not feasible for new construction because
single - family dwelling development costs are too high since there is no curb, gutter nor
utilities, and the adjacent road (Dry Creek Road) is not paved.
II BACKGROUND
The City of Pueblo owns three (3) contiguous vacant lots on the north side of the 2500 block of
E 4th Street. These three (3) lots have been deemed excess to the City's needs. Selling the
properties will allow the City to sell the lots to the highest bidder Subject property is legally
described as follows
Parcel I.
Part of Lot 1 of Eastwood, according to the recorded plat thereof, and described as follows:
Beginning at the Southwest corner of Lot 1 of Eastwood, thence North 225 feet along the
West line of said Lot 1 to a point, being the point of beginning of this description, thence
East parallel with the South line of said Lot 1 150 feet to a point thence North, parallel with
the West line of said Lot 1 50 feet; thence West, parallel with the South line of said Lot 1
150 feet; thence South, along the West line of said Lot 1 50 feet to the point of beginning,
Pueblo County Colorado.
Parcel II.

follows: Beginning at the Southwest corner of Lot 1 of Eastwood of Pueblo County Colorado,
thence North 275 feet along the West line of said Lot 1 said point being used as a starting
point; thence East 150' parallel to the South line of said Lot 1 thence North 50 feet parallel to
the West line of Lots 6 and 1 thence West 150 feet parallel to the South line of said lots, thence
South 50 feet along the West line of said lots to the point of beginning.
A certain tract of land in Eastwood, County of Pueblo, State of Colorado, described as follows:
Beginning at the Southwest corner of Lot 1 Eastwood, thence North 325 feet along the West line
of Lot 1 and Lot 6 to the point of beginning, thence East and parallel to the South line of Lot 6
150 feet more or less to the west line of Dry Creek Avenue, thence North 50 feet along said West
line of Dry Creek Avenue, thence West and parallel to the South line of Lot 6 150 feet more or less
to the West line of said Lot 6, thence South 50 feet more or less to the point of beginning.
III. FINANCIAL IMPACT
If the properties are transferred, increased property taxes will be generated from the sale, and the
City will no longer be responsible for upkeep of the vacant lots.
IV ALTERNATIVES
A. The City could elect not to deed the properties and leave them on the excess property list.
B The City could seek some other means of disposal of the properties
