A RESOLUTION AUTHORIZING CITY ADMINISTRATION TO
NEGOTIATE WITH THE SOUTHEASTERN COLORADO WATER
CONSERVANCY DISTRICT FOR THE CONVEYANCE OF LOT 36 AT THE
PUEBLO MEMORIAL AIRPORT INDUSTRIAL PARK
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, THAT:
SECTION 1
City Administration is authorized to negotiate with the Southeastern Colorado
Water Conservancy District for the conveyance of Lot 36 at the Pueblo Memorial Airport
Industrial Park. Such conveyance shall be subject to the usual restriction, reservation, and
conditions contained in instruments conveying land at Pueblo Memorial Airport.
SECTION 2
City Administration is authorized to commence the processing of the necessary
documents with the Federal Aviation Administration upon the successful completion of the
negotiations.

ISSUE: Should City Council authorize City Administration to negotiate
with the Southeastern Colorado Water Conservancy District for
the conveyance of land (Lot 36) at the Pueblo Memorial Airport
Industrial park for the purpose of building a new office
complex.
BACKGROUND: The Southeastern Water Conservancy District has expressed an
interest in relocating their office from its present location at
905 Highway 50 West, because it's in the middle of a prime
business area, to the Airport Industrial Park. Lot 36 is located
at the intersection of United Avenue and Reyes Street and
consists of approximately 1.8 acres. This resolution will enable
City Administration to negotiate with the Conservancy District
for this parcel and to file the necessary paperwork with the
Federal Aviation Administration for the release of the Deed.
FINANCIAL IMPACT: Currently, Lot 36 is not generating any property tax. With the
development of this lot, property taxes as well as the "combined
service fee" will be generated.
RECOMMENDATION: Approval of the resolution.

As we discussed, the Southeastem Colorado Water Conservancy District supports and
encourages the City of Pueblo's positive consideration of granting our District a lot at the
Airport Industrial Park (31717 United Avenue, Lot 36 - Pueblo Memorial Airport
Industrial Sub - division — 1.8 acres).
I felt it important at this stage in our work to officially address the District's needs and
how this proposal will benefit both the District and the City of Pueblo.
The District is attempting to relocate our office facilities and make our present property
available for private commercial use. Our property at 905 HWY 50 West is in the middle
of a prime business area (corner of Club Manor Drive and HWY 50 West) and will soon
be subject to right -of -way procurement by the Colorado Department of Transportation,
when HWY 50 is reconfigured. We are presently in preliminary negotiations with a
commercial developer regarding our property, but first we need to secure a new location.
Our request, as you and I have worked on, is that the District be granted ownership of the
subject 1.8 acre parcel for purposes of building a new office complex. That building
would include build -out space for lease by the District to other agency interests, and/or
for the future growth needs of the District itself. We believe this supports the District's
goal to cost - effectively administer the benefits of the Fryingpan - Arkansas Project, but it
also further benefits the City of Pueblo by facilitating the development of our existing
property, which generates jobs and tax revenue.

The Board of the District would certainly consider this land grant to be a very supportive
contribution on the part of the City in furthering the mission of the Fry -Ark
Project/Southeastern District. Additionally, the Board feels that putting the District's
current property in the hands of private business interests makes economic sense for the
City of Pueblo. As has been discussed, the District is willing to meet any landscape or
other reasonable requirements which may be needed by the City.
