HomeMy WebLinkAbout8369RESOLUTION NO. 8369 A RESOLUTION APPROVING THE SPONSORSHIP OF THE SPRING 1998 APPLICATIONS FOR STATE HISTORICAL FUND MONIES AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO DO THE SAME WHEREAS, it is the goal of the Pueblo Comprehensive Development Plan to preserve the archaeological, architectural, historical, and natural resources which contribute to the character, individuality, and cultural heritage of Pueblo; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PUEBLO, COLORADO, that: SECTION 1 The City agrees to support the following applications: (1) The Pueblo Martin Luther King Holiday Cultural Center, (2) Pueblo Zoo Rehabilitation Plans for "Animal House & Monkey Mountain ", (3) The Renovation & Restoration of the Rood Candy Apartments, and (4) Restoration of the Temple Emanuel. The City recommends the applications be forwarded to the Colorado Historical Society for consideration to receive monies from the State Historical Fund. The President of City Council is hereby authorized to execute sponsorship of the application on behalf of the City. BACKGROUND The following applications have been recieved by the City of Pueblo and are requesting municipal support for submital to the Colorado Historical Society for consideration to receive monies from the State Historical Fund. The applications are not listed in any priority. (1) The Pueblo Martin Luther King Holiday Cultural Center, (2) Pueblo Zoo Rehabilitation Plans for "Animal House & Monkey Mountain ", and (3) The Renovation & Restoration of the Rood Candy Apartments. (4) Restoration of the Temple Emanuel. (Project Information to be delivered.) (see attached PART I: PROJECT INFORMATION for each applicant.) By signing the MUNICIPAL OR COUNTY SUPPORT PAGE FOR GRANT APPLICATION page of the application, it is understood that the municipality or county will not be responsible for the administration or completion of the above named project, and that the grant, if approved, will go directly to the private sector applicant listed above. The signature authorizes that the municipality or county has reviewed the attached grant application, agrees to support the application and the proposed project due to the public benefit that will result therefrom, and hereby recommends the application be forwarded to the Colorado Historical Society for consideration to receive monies from the State Historical Fund. RECOMMENDATION Approval of the Resolution. Project Summary: In the space provided, briefly summarize the purpose of the project. vu nor arracn dUUMonal PROJECT PURPOSE AND SUMMARY The proposed project is to restore and renovate the National Register Rood Candy Building into affordable housing. Low and moderate income families will be housed in this structure to be owned and managed by the Housing Authority of Pueblo. The project is important and justified for two important reasons: 1) To preserve and reuse a Pueblo landmark that has set vacant in downtown Pueblo for the last fifteen years. It will help rejuvenate the upper downtown area. 2) To provide desperately needed affordable housing for low and moderate income working families in Pueblo. As a developer of affordable housing within historic structures, the Housing Authority of Pueblo has established itself as one of the most recognized non- profits within the state for this reason. Awards from national, state, and local governments and organizations testify to this fact. Long term maintenance and care under the Housing Authority of Pueblo assure that historic structures developed as affordable housing will continue to serve the community for many -many years to come. Temple Emanuel was placed on the National Register of Historic Places on March 14, 1996. It is an excellent example of eclectic Victorian architecture, built by the local Pueblo architect, Jacob M. Gile. Mr. Gile was commissioned to come to Pueblo from Denver to create the plans and supervise the construction of the original Minnequa Hospital. The Temple was built by the Ladies Temple Association and completed by September 7, 1900. The Temple has been the house of worship for the Reformed Jewish community since 1900 and the current Temple congregation will hold a community -wide Centennial celebration in 2000. As with almost all turn-of -the century buildings in Pueblo, the foundation of the Temple has been damaged due to drainage problems, creating exterior and interior structural problems. Gary Trujillo, Architect, has prepared a complete rehabilitation plan. The rehab cost for the Temple is $205,000. This application requests $140,000 from the Colorado Historical Fund. The Temple will raise $65,080 in cash match.
