A RESOLUTION AUTHORIZING THE SUBMITTAL OF A GRANT
APPLICATION TO THE STATE BOARD OF THE GREAT OUTDOORS
COLORADO TRUST FUND FOR THE PROPOSED ACQUISITION OF a
PRIVATELY OWNED PARCELS FOR THE BIG HILL PROJECT, AND
AUTHORIZING THE PRESIDENT OFTHE COUNCIL TO EXECUTE THE
SAME.
WHEREAS, the City of Pueblo supports the acquisition of Open Space lands
within the City; and
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
SECTION 1.
The President of the City Council is hereby authorized to execute and deliver
the application on behalf of the City of Pueblo, a Municipal Corporation, to the State
Board of the Great Outdoors Colorado Trust Fund requesting a $100,000 grant for the
acquisition of privately owned parcels for the Big Hill project, of which the City of
Pueblo will obligate up to $30,000 as cash match.

PUEBLO CITY COUNCIL TO SUBMIT A GRANT APPLICATION
TO THE STATE BOARD OF THE GREAT OUTDOORS
COLORADO TRUST FUND FOR THE BIG HILL OPEN SPACE
PROJECT.

ISSUE: Should the City Council authorize the president of the City Council to submit a
grant application to the State Board of the Great Outdoors Colorado Trust Fund for the
proposed acquisition of privately owned parcels for the Big Hill Open Space project.
BACKGROUND: The City of Pueblo's Department of Planning and Development is
requesting approval to submit a $100,000 grant application to the Great Outdoors Colorado
Trust Fund for acquiring two parcels of land located west of Montezuma Road and south of
24`'' Street (see map). One parcel is approximately 9 acres and is owned by four different
families, all of whom wish to donate the land to the City for this project. The other parcel is
approximately 30 acres and is owned by the Lighthouse Baptist Church. From both of these
parcels, approximately 6 acres will be designated as an 80' right -of -way for the future extension
of High Street. Also, a small portion of the 30 acre parcel will be used for private residential
development. The acquisition of these parcels will allow the City to create a 30± acre "natural"
urban open space.
The estimated budget for the project is $230,000, which includes:
$100,000 Great Outdoors Colorado Trust Fund
$30,000 City of Pueblo Cash Match
$50,000 Private In -kind Cash Match (land value of the 9 acre parcel)
550.000 Colorado Debt. of Transbortation Cash Match (80' ROW)
$230,000 TOTAL COST
A copy of the grant application is on file at the Department of Planning and Development.
RECOMMENDATON: Approval of the Resolution.
FINANCIAL IMPACT: The City will be financially responsible for developing the
roadway, at an estimated cost of $260,000, within a 5 to 10 year time period. The City will
also be responsible for maintaining the project site. The staff of the Pueblo Parks
Department is not able to estimate the operations and maintenance cost of the open space.
The property is located between two existing park facilities, 24 ffi and High Street and Pueblo
Pride Park. Visual inspections would be made of the property during the normal maintenance
rotations for these two parks. Based upon these visual inspections or complaints from the
area residences the Department would respond on an as needed basis.
The grant application will require the City of Pueblo to obligate up to $30,000 in cash match
towards acquiring the parcels. The $30,000 cash match could come from the City's annual
Conservation Trust Fund "Lottery" allotment.
