A RESOLUTION APPROVING AMENDMENT NO. FOUR TO CONTRACT DATED MAY
13, 1996, BETWEEN THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, AND
ISBILL ASSOCIATES, INC., RELATING TO FEDERAL GRANT AIP PROJECT NO. 3 08
0046 18, PAVING, MARKING AND LIGHTING FOR TAXIWAY "K" EXTENSION AND
BYPASS TAXIWAY "M" AT THE PUEBLO MEMORIAL AIRPORT AND AUTHORIZING
THE USE OF LAND SALE REVENUE FUNDS FOR THE NON - FEDERAL PORTION OF THIS
PROJECT, AND AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL TO EXECUTE
SAME
WHEREAS, the City of Pueblo, A Municipal Corporation, and Isbill Associates, Inc. entered into
a Contract on May 13, 1996, and
WHEREAS, both parties wish to amend the Contract to include fees for engineering services
relating to improvements at the Pueblo Memorial Airport,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO THAT:
SECTION 1
A certain Amendment No. Four to the Contract, a copy of which is attached hereto and made part
thereof by reference, after having been approved as to form by the City Attorney, by and between
the City of Pueblo, a Municipal Corporation, and Isbill Associates, Inc., relating to the inclusion of fees
for engineering services for Federal Grant AIP Project No. 3 08 0046 18, Paving, Marking, and
Lighting for Taxiway "K" Extension and Bypass Taxiway "M" at the Pueblo Memorial Airport, is
hereby approved, subject to the conditions as set forth in said Contract.
SECTION 2
The total Contract amount is $70,484. The portion of this Contract which is covered under the
Federal Grant AIP Project is $52,969.83. The City of Pueblo's matching funds for the project will be
$5,296.98, which will be taken from the 34 fund. The non - federal portion of this Contract is
$17,514.17, which will be taken from the Land Sale Revenue funds.
SECTION 3
The President of the City Council is hereby authorized to execute said Amendment No. Four to the
Contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the Seal of the
City thereto and attest the same.

I want to take a moment to express the tower's support for
establishing a width of 75 feet for taxiway Kilo when it is
extended to meet, the approach end of runway 26R. In addition, we
hope that the new extension will be stressed to accommodate the
weight of the heavy aircraft that use the Pueblo airport.
From an operational standpoint, the ground controllers at Pueblo
verify that it is typically the pilots of the large and heavy
weight -class aircraft who request to back -taxi on runway 26R from
the current taxiway Kilo intersection. These aircraft have a
heavier footprint, wider landing gear, and a larger turn radius
than smaller aircraft that will accept a departure on runway 26R
from Kilo.
The proposed extension of taxiway Kilo will best serve the pueblo
airport and ATC if it is 75 feet wide and stressed for all sizes
of aircraft. The operational advantages to be gained are
twofold. First, traffic delays for aircraft taxiing to and
departing runway 26 Right will be reduced when the back -taxi on
the runway is eliminated. Second, the airport's accommodation of
large aircraft will be enhanced when runway 26 Right is in use.

The purpose of this letter is to express our concern over the width of the proposed extension of
Taxiway "K ". The existing portion of Taxiway "K" is 75 feet wide, as are all taxiways at the
Airport. We believe it is a key safety issue that all taxiways remain consistent.
A unique fleet mix operates at our airport. Aircraft operations in 1994 totaled over 80,500. Over
22,600 of those were military aircraft including the C -130 and C -141. During the week ending
January 22, 1995, there were 79 jet operations ranging from Citation to B -727 aircraft. Historically,
these jet operations and the majority of general aviation operations are transient.
Although aircraft depart Runway 26R from the intersection of the existing "K" connector, there are
many instances when aircraft will need to back -taxi to use the full length of the runway. Airline and
Corporate policies often dictate that their pilots utilize the full length of the departure runway. In
addition, when one combines the high elevation of our field and the hot summer months, it is
necessary for jet aircraft to back -taxi due to lower performance levels.
We believe that the decreasing width of the extension is a safety issue. The width should remain
consistent with all existing taxiways due to the large number of jet, military, and transient operations.
Many of these aircraft are unfamiliar with the field and require consistency. If pilots do not utilize
the extension because of this issue, the runway capacity will be reduced and the intent of the
construction defeated.
The estimated cost of construction for 75 feet of width is $179,100 more than the 50 feet width. If
the taxiway is widened in the future, the cost in 1995 dollars is estimated at $372,200, a 207 percent
increase. There will also be additional engineering fees of approximately $75,000.00 to design and
oversee the construction in the future. This engineering cost is unchanged if done at this time. The
estimated cost to construct the extension at a width of 75 feet and overlay the existing portion of
Taxiway "K" is $1,979,800 with the FAA portion being $1,781,820. FAA programmed monies for
this project is $1,850,000. The project can be completed with the current FAA budget based on the
estimated costs.
Attached is a copy of the letter we received from the Air Traffic Manager for the Pueblo Memorial
Airport addressing their concerns with the proposed width of the taxiway. Once again, the main
issue is safety.

We have reviewed your request to increase the design width of the extension of Taxiway "K" from 50'
to 75'. It is our determination that the aircraft currently utilizing Pueblo Memorial Airport, as well as
those forecast to use the airport within the five year planning period, can operate safely and efficiently
on a 50' wide taxiway and that a 75' width is not justified.
A 75' wide taxiway requires a critical aircraft (greater than 500 annual operations) identified in
airplane design group IV (wingspans from 118' to 170') to be justified under the Airport Improvement
Program (AIP). Existing and forecast activity at the airport does not meet this requirement.
We understand that Pueblo Memorial receives significant military activity utilizing C -130 and C -141
aircraft. While these aircraft do fall within design group IV, the aviation trust fund, and therefore AIP,
cannot be used to fund improvements based on military use.

Per our discussion earlier this week, I reviewed the air traffic
statistics regarding the use of the Pueblo airport by commercial
aircraft at least the size of the Boeing 737.
During the last twelve months, Pueblo Tower accounted for 185 air
carrier itinerant operations and for approximately 400 local
operations by aircraft of this size. The itinerant operations
category accounts for aircraft arriving to a full stop and the
local operations category depicts aircraft conducting instrument
training or traffic pattern flight training at the airport. Please
note that many of the local operations by this size aircraft
include full stop, taxi back, and departure operations.

matter.

This letter is in response to your inquiry concerning the use of land sale revenues to finance
improvements to Taxiway `'K" which are beyond the scope of future Airport Improvement Program
(AIP) participation. We have reviewed the request with respect to applicable agency guidelines and
have determined that widening and strengthening the taxiway is an acceptable use of land sale
revenues.
In conjunction with the airport's calendar year 1995 audit, please examine the surplus land sales
program, including city funds which are set aside to represent sales proceeds for investment into the
airport. So that we might have the current status of sales proceeds and reinvestment activities, we
request that you submit your balance sheet information for comparison to our records. Included should
be past sales, amounts reinvested into the airport and plans for investment of outstanding sales
proceeds.

The Engineer shall be reimbursed on a Cost Plus Fixed Fee Basis. The Engineer's costs
shall be determined on the basis of time (i.e., the number of hours worked), multiplied
by the Engineer's standard hourly rates for each applicable employee classification, plus
direct non - hourly expenses including labor, overhead, and general administrative costs.
Overhead costs are based on the most recent audit on the Engineer's records. See
attached page for hourly rates and billing procedure.

The estimated maximum for FIELD ENGINEERING is:
For Item No. 1 (Project II) ....................... Maximum of $59,130.00
For this Amendment, the Sponsor shall pay the Engineer's costs to a maximum of
$52,875.00 plus a fixed fee of $6,255.00.
The Engineer's costs, exclusive of the fixed fee, shall not be exceeded without the
Sponsor's written prior approval.
The above estimated maximum is based on a construction project taking 40 working
days.
Method of payment shall be as follows:
For services rendered under PART B - SPECIAL SERVICES, the Sponsor agrees to make
monthly payments based upon the work performed by the Engineer less 10 percent. The
final 10 percent of the fee shall be due and payable when the project final inspection
and the construction report have been completed, and when reproducible "Record
Drawings" have been submitted to the Sponsor and when the revised Airport Layout
Plan has been approved by the FAA. The "Record Drawings" and Construction Report
shall be submitted within a period of 90 days from end of construction period. This
Amendment shall be considered concurrent with completion of audit.
All other terms and conditions of the original contract shall remain in effect.
