Paving, Marking, and Lighting of Taxiway "K" Extension and Connecting Bypass Taxiway "M ". SECTION 2 Funding for the project shall be paid from the 34 fund contingent upon the approval of the grant. SECTION 3 The President of the City Council is hereby authorized to execute the grant application on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the Seal of the City thereto and attest the same. Compatible Land Use. - The Sponsor has taken the following actions to assure compatible usage of land adjacent to or in the vicinity of the airport: Lands surrounding the airport are generally zoned for industrial development, in agricultural use, or open and undeveloped. The zoning for land in the airport environs was adopted by Pueblo County in 1963. In 1967, the Pueblo Tomorrow Plan (COG sponsored) addressed use of land in the airport vicinity which incorporated height and obstruction restrictions and generally conformed to the recommendations in the long range Master Plan for the airport. New land use requests are given a thorough review by planning agencies, and approvals are limited to those which will retain compatibility in land use in the airport environs. 2. Defaults. - The Sponsor is not in default on any obligation to the United States or any agency of the United States Government relative to the development, operation, or maintenance of any airport, except as stated herewith: None 3. Possible Disabilities. - There are facts or circumstances (including the existence of effective or proposed leases, use agreements or other legal instruments affecting use of the Airport or the existence of pending litigation or other legal proceedings) which in reasonable probability might make it impossible for the Sponsor to carry out and complete the Project or carry out the provisions of Part V of this Application, either by limiting its legal or financial ability or otherwise, except as follows: None 4. Land. - (a) The Sponsor holds the following property interest in the following areas of land* which are to be developed or used as part of or in connection with the Airport, subject to the following exceptions, encumbrances, and adverse interests, all of which areas are identified on the aforementioned property map designated as Exhibit "A ". There has been no change in the property interest held by the Airport Sponsor as shown on the attached Exhibit "A" since AIP Project No. 3 -08- 0046 -16. No. encumbrances, or other interests exist on the property interest held by the Airport Sponsor as shown on Exhibit "A ". * State character of property interest in each area and list and identify for each all exceptions, encumbrances, and adverse interests of every kind and nature, including liens, easements, leases, etc. The separate areas of land need only be identified here by the area numbers shown on the property map. Description and Purpose of Proiect and B. Method of Accomplishment All items of development proposed under this project will be accomplished on existing airport property. Areas covered under this project are shown on the attached Program Sketch. A. Description and Purpose of Proiect Paving, Marking and Lighting for Taxiway "K" Extension Including Paving, Marking and Lighting for Connecting Bypass Taxiway "M ". The parallel taxiway for Runway 26R will be extended to compliment the full length of the runway. The grading and drainage for the proposed work was accomplished under AIP Project 3 -08- 0046 -15. A connecting bypass taxiway will also be constructed to allow two aircraft to utilize the parallel taxiway for departure or taxi to ramp. Work shall include construction of a drainage inlet to drain the infield area between Taxiway "K" and "M ". Taxiway "K" and "M" will receive an underdrain system, stabilization fabric, aggregate base course, asphalt bituminous material, pavement markings, new edge lights and guidance signs. B. Method of Accomplishment PAVING - Bituminous concrete paving will be used for the parallel taxiway and connecting taxiway. Pavement sections have been designed in accordance with FAA Advisory Circular 150/5320 -6 Airport Pavement Design and Evaluation current edition. The working platform will be compacted subgrade with 34 inches of subbase, 4 inches of base and 8 inches of surface. The bituminous asphalt material will be delivered to the site using dump trucks and placed to grade and thickness using standard asphalt paving machines. The material will be rolled using conventional rubber tire and /or steel drum rollers until the required compaction is achieved. The bituminous asphalt material will consist of graded aggregate and rubberized, or modified, bituminous material (AC -10 or AC -20); an emulsified tack coat (SS -1 or SS-1h) will be placed between each lift of asphalt, if required. ELECTRICAL - Electrical equipment will consist of medium intensity taxiway edge lights and guidance signs. Temporary relocated outboard threshold lights will be installed to allow work at the very end of the runway. All lights and guidance signs will be installed in accordance with current edition of FAA advisory circular. Electrical ducts will be installed for all taxiway lighting circuits, VASI modifications, and relocation of REIL lights. Use of electrical ducts will prevent the damage to electrical cable by prairie dogs and other varmints local to the Airport. Trenching will be completed using standard trenching machine or back hoe equipment. FAA specified L -824 Type C cable will be used for the runway lighting circuits. Electrical cable will meet the National Electrical Code for airport lighting equipment. SEEDING - After all work is has been completed, all disturbed areas will be reseeded and mulched to reduce the potential for soil erosion. PAINTING - The new pavement surface will receive holdline position markings and centerline striping in accordance with FAA advisory Circular 150/5340 -1, Standards for Airport Markings current edition.
