RESOLUTION AUTHORIZING A REQUEST FOR ASSISTANCE BY THE CITY OF
PUEBLO, A MUNICIPAL CORPORATION, FROM THE COLORADO
AERONAUTICAL BOARD FOR THE PUEBLO MEMORIAL AIRPORT'S
PARTICIPATION IN THE 1997 STATEWIDE PAVEMENT MAINTENANCE
PROGRAM, AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO
EXECUTE SAME,
WHEREAS:
The General Assembly of the State of Colorado declared in Title 43 of the Colorado
Revised Statutes, Article 10, 1991 ( "the Act ") in C.R.S. 43 -10 -101 "...that there exists
a need to promote the safe operations and accessibility of general aviation in this state;
that improvements to general aviation transportation facilities will promote diversified
economic development across the state; and that accessibility to airport facilities for
residents of this state is crucial in the event of a medical or other type of
emergency... ...
2. The Act created the Colorado Aeronautical Board ( "the Board ") to establish policies and
plans for the growth and development of aviation in the state, and to establish
procedures for the administration and distribution of monies credited to the aviation
fund to be used solely for aviation purposes at public - accessible airports, including
procedures for the state aviation system grant program.
3. The Act created the Division of Aeronautics ( "the Division ") to support the Board in
fulfilling its duties. The duties of the Division in supporting the Board include providing
administrative support to the Board in the distribution of monies credited to the aviation
fund for aviation purposes, providing advisory assistance to airports providing access
to the public, including technical and planning assistance, and
implementing /administering the state aviation system grant program established solely
for aviation purposes. SEE, C.R.S. 43 -10 -103 and C.R.S. 43 -10 -108.5 of the Act.
4. The Board has deemed it advisable to implement during the 1997 construction season
an airport pavement maintenance program to improve airfield pavements at thirty
airports as part of the statewide maintenance program. Said airports are currently, and
shall remain indefinitely, accessible to the public for aviation purposes.
5. The Division is authorized to assist only those public - accessible airports or entities
operating such airports that request assistance by means of a resolution passed by the
governing board of the airport or entity and forwarded to the Division. SEE C.R.S. 43-
10- 103(5) of the Act.
6. Airports which are part of the 1997 pavement maintenance program understand
participation in the program shall be contingent upon the prior receipt by the State of
a resolution that has been adopted by the duly authorized governing body of the airport
and that expressly satisfies certain procedures and requirements, as stated below.

7. The airport governing board desires to request such participation in the 1997 pavement
maintenance program by means of a resolution passed by that duly authorized entity,
in order to comply with C.R.S. 43 -10- 103(5) of the Act and to satisfy certain
procedures and requirements. The governing board of the public - accessible airport
intends that the resolution:
a) Request participation in the 1997 pavement maintenance program to provide
timely maintenance services as deemed advisable utilizing current Pavement
Condition Index criteria.
b) Provide accessibility to that airport at all reasonable time and with prior advice
to state and private- sector persons as are directly attached to the design,
preparation, construction and management of the project.
c) The airport will be responsible for ten (10) percent of the associated cost of the
maintenance completed under the 1997 Statewide Maintenance Program on the
airport.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO THAT:
SECTION 1
The City of Pueblo as the duly authorized governing body of the Pueblo Memorial Airport
hereby formally requests assistance and gives assurance to the payment of the local ten (10)
percent match to the Colorado Aeronautical Board and Division of Aeronautics under the 1997
Statewide Maintenance Program.
SECTION 2
The local matching funds will come from the Aviation Fuel Tax Account No. 064- 0800 -420-
000- 060 -4764. All funds will be accounted for in the 036- 1997- 806 - 000 - 040 -0085 account.

As you are aware, Pueblo Memorial Airport has been identified as one of the 30 airports out of the 66
paved public use airports in the Colorado airport system eligible for the 1997 state - sponsored
maintenance project. After we confirmed the proper maintenance for each of the pavements and
finalized the project areas, we have been working on the specifications and administrative
coordination for the project.
We have finalized the project for Pueblo Memorial Airport. Included in this package is a map
indicating the areas included in the project and following is a project summary:

The project will include treating and remarking the indicated areas. The sponsor portion of the
project includes matching funds (10% of project costs) and also any prep work for the
indicated areas. The above costs are estimates only. The actual sponsor portion of the project
will be determined after the project is completed. At this time, we anticipate that all of the areas
identified will be included in the project. However, the priority system will come into effect if the
bids for the project are significantly higher than the cost estimate that we currently have for the
project.
The prep work includes, but is not limited to items such as crack filling, asphalt patching, removal of
tiedown cables, tiedown anchor covering, cleanup of large oil stains, major sweeping, etc. I have
included in this package a sample crack filling specification for your use
The crack filling and patching needs to be completed as soon as possible. Any remaining prep will
need to be completed prior to the contractors scheduled work at your airport. A schedule for the
project will be completed and sent to you as soon as we have awarded the contract and worked out a
schedule with the contractor.

We also need some additional information from you as the sponsor. The final attachment included in
you package covers the additional information that we will need for the project. Please complete this
form and fax it back to our office no later than Friday, February 28 The three items we will need to
know are (1) a contact at the airport for coordination, (2) any days that no work can be done at your
airport, and (3) any additional areas to be treated.
The contact person for your airport will need to be available for questions prior to and during
construction for both the Division and the contractor. This person will be the individual we will have
the prospective bidders call if they want to look at the areas prior to bidding and handle any local
coordination during construction.
The "no work days" for the airport should include any days between May 1 St and October 31 that
construction at the airport will conflict with any other activities already planned. These types of
activities include planned fly -ins, air shows, etc.
The additional areas to be treated will need to be of the same type(s) listed in the above table. We
will include these areas in the bidding documents and the costs associated with these areas will be
solely the sponsors responsibility at the same cost as the state project. These additional areas will not
include re- striping. However, you can work on an individual basis with the contractor for any striping
for the additional areas.

SECTION 408
JOINT AND CRACK SEALANT
DESCRIPTION
408.01 This work consists of furnishing and placing an
approved hot poured joint and crack sealant in properly prepared
cracks in asphalt pavements. Cracks with a width greater than 1/8
inch and less than one inch are to be filled with this material.
MATERIALS
408.02 Materials for hot poured joint and crack sealant shall
meet the requirements of subsection 702.07.
Using a mixture of different manufacturers' brands or
different types of sealant is prohibited.
CONSTRUCTION REQUIREMENTS
408.03 Immediately before applying hot poured joint and crack
sealant, the cracks shall be cleaned of loose and foreign matter to
a depth approximately twice the crack width. Cleaning shall be
performed using a hot compressed air lance. This lance shall be
used to dry and warm the adjacent asphalt immediately prior to
sealing. Direct flame dryers shall not be used.
These Cracks shall be filled with hot poured joint and crack
sealant flush with the pavement surface. Immediately following the
filling of the crack, any excess sealant shall be leveled off at
the wearing surface by squeegee, a shoe attached to the appiicator
wand, or other suitable means approved by the Engineer. The
squeegeed material shall be centered on the cracks and shall not
exceed three inches in width or 1/16 inch in depth.
The sealant material shall be heated and applied according to
the manufacturer's recommendations. The equipment for heating the
material shall be an indirect heating type double boiler using oil
or other heat transfer medium and shall be capable of constant
agitation. The heating equipment shall be capable of controlling
the sealant material temperature within the manufacturer's
recommended temperature range and shall be equipped with a
calibrated thermometer capable of ±5 degrees F accuracy from 200
degrees F to 600 degrees F. This thermometer shall be located so
the Engineer can safely check the temperature of the sealant
material. Overhearing of the sealant material will not be permit-
ted.
The face of the crack shall be surface dry and the air and
pavement temperatures shall both be at least 40 degrees F and
rising at the time of sealant application.
Sealant material picked up or pulled out after being placed
shall be replaced at the Contractor's expense. The Contractor shall
have blotter material available on the project in the event it is
required to prevent tracking or pulling. If required, blotter
material, shall be approved by the Engineer and placed at She
Contractor's expense.
METHOD OF MEASUREMENT
408.04 Hot poured joint and crack sealant will be measured by
the ton of material used. The Engineer may require She weighing of
equipment for determination of actual quantities of material used.

BASIS OF PAYMENT
408.05 The accepted quantities will be paid for at the
contract unit price per ton.

All materials, equipment, and costs incidental to the
preparation of the surface prior to application of the hot poured
joint and crack sealant will not be paid for separately, but shall
be included in the work.

702.07 Hot Poured Joint and Crack Sealant. Hot poured
material for filling joints and cracks shall conform to the
requirements of ASTM D 5078.
Sealant material shall be supplied preblended, prereacted,
and prepackaged. If supplied in solid form the sealant material
shall be cast in a plastic or other dissolvable liner having the
capability of becoming part of the crack sealing liquid. The
sealant shall be delivered in the manufacturer's original sealed
container. Each container shall be legibly marked with the
manufacturer's name, the trade name of the sealer, the manufactur-
er's batch or lot number, the application temperature range, the
recommended application temperature, and the safe heating tempera-
ture.

RE: Colorado Aeronautical Board 1997 Statewide Pavement Maintenance Program

In the efforts to provide continuing assistance to Colorado airports, the Colorado
Aeronautical Board has elected to fund the 1997 Airport Statewide Pavement Maintenance
Program which is scheduled to be underway by the end of spring.
Prior to the start of this program, the Division of Aeronautics will need to have a resolution
from the airport sponsor requesting the Colorado Aeronautical Boards assistance and
agreeing to fund the local 10 percent match for the cost of the maintenance conducted on
your airport.
Cost estimates for your 10 percent match on the maintenance that will be performed under
the 1997 program has been provided through correspondence from Andy Garton dated
February 12, 1997.
Colorado Revised Statutes 43 -10- 103(5) authorizes the Aeronautics Division to assist only
those airports that have requested assistance by means of a resolution passed by the
governing board of the airport and forwarded to the Division. I have enclosed a standard
resolution for you purposes to make such a request for assistance.
In order that we stay on schedule with this project, we request that the enclosed resolution
is acted upon by the airport governing board as quickly as possible and returned to the
Aeronautics Division at the address below by May 9,1997:

Our anticipated project schedule looks like this:
March 20 - Statewide Bid Package On The Street
April 10 - Bids Opened
April 17 - Contract Awarded
May 13 - Early Start Date
May 27 - Late Start Date
We anticipate that this project will start with airports in the southeastern portion of the state
and will move to the eastern plains and front range. The airports on the western slope will
be done later on in the summer (July- September). We will notify you when a more precise
date and schedule of activities can be identified for your airport.
The Aeronautical Board and Division look forward to working with you and for the
opportunity to develop and improve the State's airports through the statewide maintenance
program.
