A RESOLUTION OF THE CITY COUNCIL OF PUEBLO,
COLORADO, ADOPTING THE CITY OF PUEBLO'S 1997 ONE
YEAR ACTION PLAN LISTING OF PROPOSED PROJECTS
FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
AND HOME FUNDS UNDER THE 1995 FIVE YEAR
CONSOLIDATED PLAN SUBMITTED TO HUD AND
AUTHORIZING THE CITY MANAGER TO SUBMIT THE
APPLICATION AND OTHER NECESSARY DOCUMENTATION
TO THE U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT
WHEREAS, the City of Pueblo, hereinafter called City, is designated as an entitlement
city under the Housing and Community Development Act of 1974, and will receive
Community Development Block Grant and HOME federal funds for 1997; and
WHEREAS, the City held four public meetings in addition to a Public Hearing before
City Council on October 15, 1996, to obtain the views of citizens, non - profits and
neighborhood groups on the City's housing and community needs;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
PUEBLO, COLORADO, that:
Section 1
The City Council hereby declares the City of Pueblo's 1997 One Year Action Plan
Listing of Proposed Projects for CDBG and HOME federal programs has been developed so
as to give maximum feasible priority to activities which will benefit low- and
moderate - income families and /or aid in the prevention or elimination of slums and blight.

The City Council hereby adopts the City's 1997 One Year Action Plan Listing of
Proposed Projects for CDBG and HOME activities, which implements the third year of
proposed projects as required under the Consolidated Plan passed by City Council on January
9, 1995 by Resolution number 7543.
Section 3
The City Manager is hereby authorized and directed to submit the Application and
Proposed Use of Objectives and Activities for 1997, together with the other necessary
documentation, including the required assurances, to the U.S. Department of Housing and
Urban Development for $2,051,000 in Federal CDBG funds and $860,000 in HOME funds
and to affix his signature thereto.

I am pleased to inform you that with the agreement
on the Federal budget, we are now able to make available to
your City $2,911,000 for affordable housing, homelessness,
and community and economic development activities for Fiscal
Year 1997.
These funds, which you can receive through our new
Consolidated Planning process, include resources under the
following programs:
Community Development Block Grants: $2,051,000
%, The HOME Program: $860,000
For HOPWA fund recipients, this year's appropriation contains
language which may result in a 14.61 increase in your HOPWA
allocation. Additional HOPWA funds could be released later this
Fiscal Year. However, additional funding level is not guaranteed
and this notification of a possible increase is provided for
planning purpose only.
We are entering our third year of the Consolidated Plan
process. This milestone represents a more comprehensive and
community -based approach to addressing urban problems.
Successful implementation of this innovative process
resulted from cooperation among HUD, citizens, and its state
and local partners. For Fiscal Year 1997, we have initiated a
grants management system within our Field Offices to
systematically manage our $7 billion portfolio. It simplifies,
combines, and streamlines existing internal procedures imbedded
in a number of different CPD programs.
The focus of the system is to address problems with our
partners at every step in the annual grants management cycle.
It emphasizes collection and dissemination of information on the
"best practices" of our grantees that should serve as a basis for
peer support, technical assistance, and program improvement. We
look forward to working with you on the "best practices" that
you develop with these funds in your local communities.

Based on comments received by this department on the draft of proposed 1997 CDBG projects
recently published in the newspaper, the following recommendations will be submitted to
City Council, thereby, amending the 1997 CDBG projects list as follows:

The major changes will consist of providing:
■ $100,000 to the Hyde Park neighborhood for various improvements to sidewalks and a
pathway across the intersection of Lowell and 29th.
■ $200,000 for the public facility, Transit Center costs in compliance with American
Disability Act (ADA) and improvements to the facility.
■ $153,000 for emergency housing and regular rehab of owner- occupied housing for low
and moderate income families
We are also requesting, with the exception of Family Counseling Service, that certain agency
budgets be held to last year funding levels. As you are aware City Council may further amend the
1997 CDBG final project list prior to approval of the resolution at the January 13, 1997, council
meeting.

THE CITY OF PUEBLO ONE YEAR ACTION PLAN LISTING OF PROPOSED PROJECTS FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
AND HOME FINAL STATEMENT OF OBJECTIVES AND ACTIVITIES FOR IMPLEMENTING THE 1995 -1999 CONSOLIDATED PLAN
The City Council of Pueblo, Colorado will under take the following projects for use of CDBG funds in 1997 helping to implement the third year of the City's
Consolidated Plan. CDBG funds are intended to eliminate or prevent slum and blight, provide decent housing, suitable living environment and economic
opportunities principally for low -and moderate - income persons through rehabilitation and preservation, economic /job development and public facilities
improvements within the City of Pueblo, Colorado.
The City will receive $2,051,000 in CDBG funds in 1997 and program income from Housing Loan paybacks of approximately $85,000. It is estimated that more
than 70% of the program funds would be for projects that meet CDBG criteria for benefittino the needs of low- and moderate- income persons. Permanent
involuntary displacement of neighborhood persons or businesses is not anticipated.
The Pueblo Consortium consisting of the City of Pueblo and Pueblo County will receive $860,000 in HOME funds in 1997. The funds will be used for Regular
Rehabilitation, Home Acquisition for First -Time Homebuyers. New Construction Loan Program, First -Time Homebuyer "Buy -It Fix -It" Program, Rental
Rehabilitation Program Including Special Needs.
